Consultant for the Development of WEWB’s Staff Capacity Development and Annual Professional and Technical Training Plan
Organizational Context
IOM, a UN-affiliated agency established in 1951, promotes humane migration globally. In Bangladesh, a major labor-sending country, IOM supports the Ministry of Expatriates’ Welfare and Overseas Employment (MoEWOE) and its affiliate, the Wage Earners’ Welfare Board (WEWB). This role contributes to strengthening WEWB's institutional and human resource capacity to enhance migrant worker protection and services.
Job Purpose
This consultancy aims to develop a practical, phased Staff Capacity Development Plan and an Annual Professional and Technical Training Plan for the Wage Earners’ Welfare Board (WEWB) in Bangladesh. The initiative, under the EU-funded PROTTASHA II project, supports IOM's goal of strengthening migration governance and service delivery. The plan will identify essential competencies, assess capacity needs, and outline a structured framework for training and development. It will serve as an institutional roadmap to enhance WEWB's operational effectiveness, ensuring staff possess the necessary skills to manage migration and provide welfare services, thereby improving the quality and sustainability of services across the migration cycle.
Responsibilities
The consultant will review WEWB's existing capacity development initiatives, policies, and organizational structure. Key tasks include developing a methodology for assessing staff capacity needs, conducting consultations with stakeholders, and identifying specific capacity gaps across different staff levels and functions. The consultant will then design a structured capacity development framework aligned with WEWB's priorities, defining competency areas and proposing various training modalities. This includes creating a phased implementation plan and recommendations for institutionalizing staff development. Additionally, an annual training matrix will be developed, detailing training requirements, target groups, objectives, and delivery methods. A monitoring and evaluation framework for training effectiveness will also be proposed, culminating in the validation and finalization of the plan with stakeholders.
Work Experience
A minimum of 7 years of relevant professional experience is required in areas such as institutional capacity development, organizational development, human resource development, training needs assessment, public-sector reform, or migration governance. Demonstrated experience in developing capacity development plans, competency frameworks, and training strategies is essential. Experience in conducting needs assessments and facilitating consultations with government institutions is also necessary.
Skills
Excellent analytical, report-writing, facilitation, and communication skills. Proficiency in English and Bangla is required. Experience in developing institutional capacity-development plans, competency frameworks, training strategies, and annual training plans.
