Job Purpose
The Ethics Officer will play a crucial role in strengthening WFP's ethical framework by managing conflict of interest disclosures, providing expert advice on policy development, and supporting protection against retaliation processes. This position is responsible for fostering a strong culture of ethics and accountability across the organization through training, communication, and collaboration with internal and external stakeholders. The role involves contributing to the Ethics Office's strategy and work plan, ensuring timely and accurate guidance on ethical standards, and promoting WFP's values and principles globally.
Responsibilities
The World Food Programme (WFP) is seeking to enhance its ethical framework by recruiting an individual to manage conflict of interest disclosures, advise on policy development, and support retaliation protection processes. This role involves providing timely guidance on ethics and standards of conduct to WFP employees and management, while meticulously tracking all queries. A key responsibility includes managing the annual disclosure program, reviewing conflicts of interest, and ensuring its smooth execution. The position also entails developing and delivering training programs on ethics, values, and principles, and facilitating these sessions effectively. Furthermore, the role requires providing advice and reviewing WFP policy documents, circulars, and regulations for ethical considerations. Support will be offered for reviewing requests for protection against retaliation, including drafting necessary memos and responses. The individual will also contribute to promoting the Ethics Office's work through internal and external communication channels and publications. Building cooperative relationships internally within WFP and externally with Rome-based UN agencies is crucial for aligning messages and activities. The role also involves performing other duties as assigned to further the Ethics Office's mandate and foster a strong culture of ethics and accountability within the organization.
Work Experience
Requires 5 years of progressively responsible experience in areas such as legal advice, compliance, risk assessment, or ethics. This experience should demonstrate a theoretical understanding of ethics, compliance, and risk assessment, with the ability to provide guidance on ethical issues and technical knowledge of whistleblower protection policies. The role also requires the ability to write legal memoranda and notes, act with integrity, and possess excellent interpersonal skills for effective collaboration and training delivery.
