Job Purpose
The Risk and Compliance Officer will play a crucial role in strengthening WFP's operational integrity and resource optimization. This position involves supporting the establishment and implementation of robust risk management activities, ensuring adherence to policies and procedures, and contributing to the overall effectiveness of operations. The officer will monitor key risk indicators, update risk registers, and assist in developing mitigation actions. They will also support risk assessments, contribute to the design of internal controls, and prepare risk information for management and external stakeholders. Furthermore, the role involves promoting awareness of risk management and compliance, supporting fraud prevention efforts, and assisting with audit preparations, ultimately safeguarding WFP's resources and reputation.
Responsibilities
The Risk and Compliance Officer plays a crucial role in embedding risk management into the World Food Programme's (WFP) operations. Key responsibilities include monitoring risk appetite metrics and indicators, maintaining risk registers, and tracking mitigation actions. The role involves supporting managers in conducting risk assessments, identifying and evaluating risks, and developing mitigation strategies. This includes assessing the effectiveness of internal controls and preparing risk information for both internal and external stakeholders. The officer will also contribute to discussions on emerging risks and the development of guidance and checklists aligned with WFP policies. Utilizing risk management tools, they will link risk, oversight, and evaluation information, analyzing risk exposures within strategic plans. Furthermore, the role supports training initiatives to enhance understanding of risk management and compliance, and contributes to developing Standard Operating Procedures (SOPs) based on the Three Lines Model to minimize organizational risk. The officer also aids in management accountability by preparing reports on internal control compliance and highlighting areas of risk vulnerability. Support is provided for assurance exercises, audit preparations, and the promotion of anti-fraud and anti-corruption policies, including data analysis for fraud risk assessments. Additional duties may include serving as a focal point for Business Continuity Management and Organizational Conflicts of Interest.
Work Experience
The role requires knowledge of governance, organizational structures, strategy, and major initiatives of international organizations. Experience in program/project management, monitoring and reporting, risk analysis, and mitigation strategies is also beneficial. Candidates should have experience in assessing and recommending internal controls and mitigation actions, preferably within organizations using modern enterprise risk management frameworks.
