Job Purpose
The Risk and Compliance Officer will support the establishment and application of risk management activities within WFP operations in Kinshasa, RD Congo. This role is crucial for ensuring compliance with policies and procedures, thereby enhancing operational effectiveness and optimizing resource utilization. The officer will contribute to embedding risk management into planning and decision-making, monitor key risk indicators, and maintain risk registers. They will assist in conducting risk assessments, developing mitigation actions, and evaluating internal controls. Furthermore, the role involves supporting training initiatives to improve understanding of risk management and compliance, and contributing to management accountability reports. The officer will also play a part in preparing for audits and promoting adherence to anti-fraud and anti-corruption policies, ultimately safeguarding WFP's resources and reputation.
Responsibilities
The primary responsibility is to embed risk management into WFP's planning and decision-making processes. This involves monitoring key risk metrics and indicators, maintaining risk registers, and tracking the implementation of mitigation actions. The role supports managers in conducting risk assessments across various office levels, identifying and evaluating risks, and developing mitigation strategies. It also involves assessing the effectiveness of internal controls and preparing risk information for both internal and external stakeholders. A key aspect is contributing to the development of guidance, checklists, and Standard Operating Procedures (SOPs) aligned with WFP policies, utilizing risk management tools to link risk, oversight, and evaluation data. Furthermore, the role aids in identifying training needs and developing programs to enhance understanding of risk management and compliance. It supports management accountability by preparing reports on internal control compliance and highlighting areas of vulnerability. Assistance is provided for audit preparations, including Internal and External Audits, and the promotion of anti-fraud and anti-corruption policies. Other duties may include serving as a focal point for Business Continuity Management and Organizational Conflicts of Interest.
Work Experience
The role requires knowledge of the governance, organizational structures, strategy, and major initiatives of international organizations. Experience in program/project management, monitoring and reporting, risk analysis, and mitigation strategies is also desired. Candidates should have experience assessing and recommending internal controls and mitigation actions, preferably within organizations using modern enterprise risk management frameworks.
