Job Purpose
The Asociado/a de Presupuesto y Programación will provide specialized support in budget management and financial programming. This role involves planning, monitoring, and analyzing financial resource execution and outcomes to enhance accountability, operational efficiency, and optimal resource utilization for organizational objectives. Key responsibilities include examining budget plans, analyzing fund balances, supporting supply chain management, improving internal processes, and ensuring accurate data entry into institutional systems. The position also entails preparing reports, communicating with stakeholders on fund management, and guiding support staff on budgetary and operational planning, contributing to continuous staff development and service consistency.
Responsibilities
The role of an Associate Budget and Programming Officer involves providing specialized support in financial management and programming. Key responsibilities include examining budget plans, closely monitoring and analyzing financial execution results of projects, and formulating recommendations aligned with WFP's financial policies and best practices. This position requires a thorough analysis of fund and donation balances, identifying surpluses and deficits, and proposing corrective actions to optimize fund utilization and support decision-making. The role also entails supporting supply chain management through efficient oversight to prevent disruptions and maximize operational effectiveness. Contributing to the improvement of internal processes, strengthening institutional systems, and designing tools are crucial for facilitating overall planning, expenditure forecasting, and budget management. Accurate and timely entry of budgetary and revision information into institutional systems is essential for data accessibility and informed planning. The officer will also be responsible for reviewing, compiling, and analyzing data, maintaining accurate records, and preparing periodic and special reports. Maintaining communication with stakeholders regarding project fund management and related processes to clarify discrepancies and optimize fund usage is also a key accountability. Furthermore, providing guidance to other support staff on budget planning, fund management, and operational planning contributes to continuous staff development and service consistency. Finally, adhering to standard emergency preparedness practices ensures WFP's readiness to respond swiftly to crises.
Work Experience
Candidates need at least six years of progressive experience in budget preparation, execution, and monitoring. This includes knowledge and experience in tracking budgets, resource plans, and distribution/supply chains within budgetary systems. Prior experience working with international organizations, NGOs, or projects funded by international cooperation or the UN is also required.
