Signals Sprint Bolivia: escaneo territorial para el nuevo Programa País del PNUD
Organizational Context
The United Nations Development Programme (UNDP) operates in 177 countries, aiming to eradicate poverty and reduce inequalities by supporting governments in developing public policies, leadership skills, institutional capacities, and resilience for the Sustainable Development Goals. UNDP Bolivia focuses on closing development gaps and ensuring no one is left behind, aligning its cooperation framework with national development plans and the 2030 Agenda. The organization actively builds global knowledge networks and promotes alternative development perspectives.
Job Purpose
This assignment supports UNDP Bolivia's process of developing its new Country Programme Document (CPD) for 2028-2032, which will guide its strategic priorities and contributions to national development. As part of the initial context-setting phase, beyond the standard Country Assessment, there's a need to deepen the understanding of emerging changes influencing Bolivia's development trajectories. This involves incorporating territorial perspectives and regional evidence. Online Volunteers will contribute to this by conducting a 'Signals Sprint' - a focused, short-term exercise to identify, collect, register, and systematize signals of change across various regions of Bolivia using strategic foresight methodologies.
Responsibilities
Online Volunteers will participate in a 'Signals Sprint' to identify, document, and systematize change signals indicating emerging transformations relevant to Bolivia's development over the next 5-10 years, feeding into the new UNDP Country Programme Document. Key activities include: systematically scanning diverse sources (official documents, news, social media, public debates, observations, etc.) for early transformation indicators across social, technological, economic, environmental, political, and values (STEEP-V) domains. Volunteers will identify subtle yet significant changes, unexpected shifts, or novel phenomena, paying special attention to evolving values and social norms. Each identified signal must be registered in provided tables, clearly citing the source and rationale. Signals will be tagged and classified by region and STEEP-V categories. Regular sharing of findings and participation in coordination meetings are required. Volunteers will curate their records for relevance, clarity, and consistency, and review collected signals for connections and recurring themes. Finally, they will submit a complete, cleaned, and classified table of signals along with a brief synthesis of observed patterns in their assigned region.
