Spécialiste en Suivi Evaluation
Organizational Context
The United Nations Development Programme (UNDP) is the lead UN agency for international development, working in approximately 170 countries and territories to achieve the Sustainable Development Goals (SDGs). In Mali, the country faces escalating climate, environmental, health, and socio-economic risks, exacerbated by climate change and ecosystem degradation. The cities of Mopti and Djenné are particularly vulnerable due to rapid, unplanned urbanization and recurrent flooding, with recent events causing significant damage and displacement. Limited institutional capacities and security concerns further compound these vulnerabilities.
Job Purpose
This role supports the UNDP's efforts in Mali to enhance national resilience against climate, environmental, health, and socio-economic risks, particularly in the vulnerable urban areas of Mopti and Djenné. The assignment aims to strengthen the national multi-risk information and early warning system by improving data production, analysis, coordination, and dissemination. It also focuses on bolstering urban resilience through the integration of disaster risk reduction into territorial planning and local development, ensuring an inclusive, participatory, and gender-sensitive approach. The volunteer will contribute to capacity building of national and local institutions and the operationalization of key platforms, ultimately aiming to reduce the impact of disasters on communities and livelihoods.
Responsibilities
The UN Volunteer will support the UNDP's environmental team leader in planning, implementing, and monitoring project activities. Key responsibilities include developing and executing the monitoring and evaluation (M&E) plan, establishing performance indicators, and designing data collection tools. The role involves collecting, verifying, and analyzing data, producing performance dashboards, and preparing regular M&E reports (monthly, quarterly, annually) for stakeholders and donors. The volunteer will also organize baseline, mid-term, and final evaluations, document best practices, and contribute to a learning culture. Ensuring data quality through assessments and training partners on M&E tools is crucial. Additionally, the volunteer will support accountability mechanisms, manage beneficiary feedback, and ensure systematic data disaggregation by sex, age, and other relevant criteria, integrating gender and inclusion indicators into the monitoring system.
Work Experience
A minimum of five years of professional experience in project monitoring and evaluation is required, with a preference for experience in development projects funded by international technical and financial partners. Experience in disaster risk management, resilience, environment, climate change adaptation, or local governance is an asset. Proficiency in digital data collection tools (e.g., KoboToolbox, ODK) and advanced Excel, Power BI, or Tableau is necessary. Knowledge of statistical software (SPSS, Stata, R) and GIS software (QGIS, ArcGIS) is desirable. Prior experience within the UN system is also considered an asset.
Skills
Key competencies include responsibility, adaptability, flexibility, building trust, client orientation, commitment to continuous learning, communication, creativity, ethics, integrity, knowledge sharing, planning, organization, professionalism, respect for diversity, technological awareness, vision, and teamwork. Expertise areas include climate change, environment, data science, information management, artificial intelligence, humanitarian affairs, and protection.
