Organizational Context
The UNOPS Global Portfolios Office (GPO) supports sustainable development, climate action, and peacebuilding globally. Hosted by UNOPS, the Sanitation and Hygiene Fund (SHF) aims to improve access to sanitation, hygiene, and menstrual health by strengthening ecosystems that accelerate financing for market-based solutions in low- and middle-income countries. This role is integral to SHF's mission.
Job Purpose

The position contributes directly to the effectiveness and impact of SHF's initiatives in improving sanitation, hygiene, and menstrual health worldwide.
Responsibilities
Develop and implement the SHF M&E framework, ensuring alignment with results frameworks and national strategies. Harmonize indicators with global targets and national development plans. Periodically review and recommend improvements for M&E tools, guidelines, and methodologies across the program portfolio. Provide technical input to enhance M&E frameworks and results-based systems, integrating gender, equality, social inclusion (GESI), and climate impact considerations. Analyze quantitative and qualitative impact information and manage a central database for impact data. Coordinate with contract managers, partners, and grantees for timely data reporting. Analyze and collate data from various sources, validating it to monitor progress against targets. Ensure quality assurance of program reports and accuracy of performance data. Conduct field visits and partner monitoring as needed to assess program delivery and verify results. Conduct outcome and impact assessments to evaluate SHF's contributions to sanitation and menstrual health market-based approaches. Manage external evaluations, studies, and research to generate evidence. Document and disseminate lessons learned, good practices, and innovative approaches, responding to donor impact requests. Facilitate learning and adaptive management by synthesizing findings and presenting evidence in accessible formats. Produce analytical reports, dashboards, and briefs for stakeholders. Support the integration of cross-cutting priorities into M&E work and contribute to audit and assurance activities.
Work Experience
A minimum of two years of progressive experience in monitoring, evaluation, research, or results-based M&E frameworks, preferably in international development. Experience applying quantitative and qualitative methods, tracking project targets, managing databases, and quality-assuring reports is required.
