Job Purpose
UNICEF Indonesia seeks to establish a roster of qualified WASH Financing Experts to support the Government of Indonesia and partners in accelerating progress towards universal, equitable, safely managed, and climate-resilient water, sanitation, and hygiene (WASH) services. Achieving national and SDG targets requires effective resource utilization and innovative financing. Despite public investment, challenges like financing gaps and constraints to cost recovery persist. This role will contribute to strengthening WASH sector financing by enhancing policy frameworks, developing investment pipelines, improving financial sustainability, and mobilizing diverse funding sources, including climate and private finance, to ensure sustainable WASH services for all.
Responsibilities
Depending on programme requirements, roster members may be requested to provide technical support in areas such as developing national or subnational WASH financing strategies and investment frameworks. This includes creating financing models for water utilities, sanitation service providers, and WASH SMEs. Consultants will support tariff and cost-recovery reforms, improve revenue collection, and strengthen regulatory and institutional frameworks. They will assess and develop options for public-private partnerships (PPPs), blended finance, commercial financing, climate financing, and other innovative mechanisms. Responsibilities also involve supporting the development of bankable WASH investment pipelines, creating policy briefs, investment cases, financing roadmaps, and advocacy products. Furthermore, consultants will assist in consultations, policy dialogue, and capacity development with government and sector partners, and provide other specialized technical assistance related to WASH financing to ensure the sustainability and expansion of WASH services.
Work Experience
At least seven (7) years of relevant professional experience in water, sanitation, and hygiene (WASH) sector financing, public finance, development finance, or a related field. Experience in developing financing strategies, models, and investment pipelines is essential.
