International Consultant to develop a PEFA methodology for assessing Child-Responsive Public Financial Management
Organizational Context
UNICEF operates in over 190 countries, dedicated to saving children's lives, defending their rights, and helping them reach their full potential. We are committed to promoting the rights of every child, viewing it as a calling. UNICEF offers diverse opportunities for professional and personal development in a passionate and inclusive culture.
Job Purpose
The purpose of this consultancy is to develop and initially test a draft Child-Responsive Public Financial Management (ChPFM) assessment methodology. This methodology will be suitable for subsequent country piloting and potential future adoption as a PEFA-aligned supplementary diagnostic. Public financial management systems are crucial for translating policy commitments to children into effective budgets, predictable financing, and accountable service delivery. While UNICEF has extensive experience in public finance for children, there is no established global methodology to systematically assess how PFM systems support children's rights and equitable outcomes. This consultancy aims to fill that gap by building upon a pioneering ChPFM assessment conducted in the Philippines.
Responsibilities
The consultant will be responsible for conducting a comparative evidence review to inform the development of a robust draft core methodology for assessing Child-Responsive Public Financial Management (ChPFM). This will involve analyzing existing frameworks, tools, and best practices in public financial management, particularly those related to child rights, equity, and service delivery. The consultant will develop the draft ChPFM methodology, ensuring it aligns with PEFA concepts and evidence standards while incorporating a distinct child-rights and equity lens. Initial testing and validation of the draft methodology will be undertaken through a retrospective application to a country case or consultation with an active PEFA process. Key expert consultation will be sought throughout the development and testing phases. The final deliverables will include the draft ChPFM methodology and a protocol for future multi-country piloting, which will be undertaken in a subsequent phase. The consultant will also be expected to provide technical guidance and support as needed during the development and testing process.
Work Experience
A minimum of 10 years of relevant experience in public finance, public expenditure analysis, public financial management, or fiscal policy, with specific experience in child-focused expenditure analysis. Demonstrated expertise in the PEFA framework, including application or development of PEFA or supplementary assessments, is required. Experience developing indicator frameworks, assessment methodologies, technical guidance, or operational tools is also necessary.
