Job Purpose
The Finance Specialist (Supply Financing) will support the implementation of UNICEF Supply Division’s Financing Partnerships and Solutions Strategy. This involves mobilizing domestic resources from governments to procure essential supplies, bridging timing gaps in disbursements, and developing new financing opportunities. The role will coordinate day-to-day supply financing operations, support resource mobilization and donor reporting for initiatives like the Vaccine Independence Initiative (VII), and coordinate procurement services forecast exercises for resource planning. The specialist will also perform analytical functions and support Country Offices in areas such as country budgetary processes, procurement forecast materialization, accessing the VII revolving fund, and engaging with various stakeholders to support supply financing activities.
Responsibilities
Coordinate day-to-day supply financing operations, including supporting resource mobilization efforts and donor reporting for the Vaccine Independence Initiative (VII) and other pre-financing sources to enhance procurement efficiency. Coordinate Procurement Services forecast exercises to ensure accurate projections for the Division and Country Offices' resource planning. Perform analytical functions and provide support to Country Offices in functional areas such as country budgetary processes and procurement forecast materialization and monitoring. Work directly with Ministries of Health and Finance (or equivalent) to facilitate access to UNICEF’s VII revolving fund. Engage with Supply Division business units, Regional/Country Offices, and external partners and donors to support the supervisor's coordination of work. Support the development and implementation of financing partnerships and solutions to mobilize domestic resources for essential supplies. Analyze market dynamics and access financing instruments to support the provision of essential supplies and accelerate results for children. Provide technical assistance on financial management, budgeting, and procurement issues related to health products to country offices and ministries. Monitor and report on the utilization of revolving funds and other financing mechanisms. Contribute to the development of new financing opportunities and partnerships to enhance UNICEF's supply chain capabilities.
Work Experience
Minimum 5 years of progressively responsible professional work experience in the public or private sector at national and international levels in development finance, risk management, risk underwriting, investment banking, finance, public finance, health economics, accounting, or auditing. Experience with Country Ministries of Health and Finance, financing, budgeting, procurement, or commercial issues relating to health products is required. Experience with credit facilities, revolving funds, or lending portfolios is also required.
