The Democratic Republic of the Congo is responding to its 17th Ebola Virus Disease outbreak, presenting complex challenges including health system limitations, logistical constraints, and insecurity. UNICEF supports the Government through a multi-sectoral approach.
Job Purpose
The Logistics Specialist will report to the Supply and Logistics Manager and be responsible for managing the supply chains and logistics components of UNICEF's operations, including emergency responses in the Democratic Republic of Congo. This involves overseeing planning, customs clearance, warehousing, in-country transport, and distribution, as well as performance management. The role requires close collaboration with programme sections to ensure operational aspects of supply interventions meet programmatic needs and achieve results for children. The specialist will also provide technical and advisory support to governments, national systems, and partners on logistics management, playing a central role in emergency preparedness and response given the country's recurring emergencies.
Responsibilities
Manage the logistics team and activities, ensuring efficient and effective operations. Oversee supply chain service delivery and lead logistics components of emergency responses. Collaborate closely with programme sections and implementing partners to align logistics support with programmatic needs and achieve results for children. Provide technical and advisory support to government and national systems on logistics management best practices. Coordinate emergency supply chain efforts, ensuring timely and appropriate delivery of essential supplies. Manage customs clearance, warehousing, in-country transport, and distribution of goods. Monitor and manage the performance of logistics operations. Contribute to emergency preparedness planning and execution. Ensure compliance with UNICEF's supply chain policies and procedures. Support the development and implementation of logistics strategies. Maintain accurate records and reports related to logistics activities. Foster strong working relationships with internal and external stakeholders.
Work Experience
A minimum of five (5) years of relevant experience at national and international levels in supply chain, transport, and logistics, or related technical fields. Understanding of development and humanitarian work is required. Experience in emergency response, health supply chain management, humanitarian operations, or Ebola response logistics is desirable.
