Job Purpose

The Chief Field Office (CFO) is accountable for managing and leading the total programme commitment of a field office within a country programme. The CFO represents UNICEF in their Area of Responsibility (AoR), leading and overseeing various program sectors and operational service teams. This role is crucial for advancing the objectives of the Country Programme, particularly in regions facing significant child deprivation and humanitarian crises. The incumbent will provide strategic oversight of interventions that strengthen access to essential health services, maternal, newborn, child and adolescent health, immunization, disease prevention and surveillance, community health, emergency preparedness and response, while ensuring effective integration with nutrition, WASH, education, child protection and social policy.

Responsibilities

The Chief Field Office (CFO) is responsible for the overall management and leadership of the field office operations and programme delivery within their designated Area of Responsibility (AoR). This includes strategic planning, implementation, monitoring, and evaluation of all UNICEF-supported programmes, ensuring alignment with the UNICEF Country Programme and global strategies. The CFO will represent UNICEF at the local level, engaging with government counterparts, UN agencies, NGOs, civil society, and other stakeholders to foster partnerships and advocate for children's rights. They will lead and manage a diverse team of programme and operations staff, ensuring effective coordination and collaboration across sectors. Key responsibilities include overseeing programme development and management, resource mobilization, financial oversight, risk management, and ensuring compliance with UNICEF policies and procedures. The CFO will also play a critical role in emergency preparedness and response, ensuring timely and effective interventions to protect children in crisis situations.

Work Experience

A minimum of five years of professional experience in programme management, with a focus on public health or humanitarian response in a developing country context. Experience in leading and managing teams is essential.
