Job Purpose
The Risk and Compliance Specialist will support the Deputy Representative Operations in managing risk and ensuring compliance within the UNICEF Pacific Multi-Country Office. This role is crucial for developing, implementing, and continuously improving risk management practices at all levels of the organization. The specialist will ensure that risk management objectives align with organizational rules, regulations, ethical standards, internal controls, information security, sustainability, and quality assurance. A key aspect of the role involves analyzing and reporting on the adequacy and effectiveness of existing risk management and internal control systems, thereby contributing to the overall integrity and operational efficiency of UNICEF's work in the Pacific region. This position is vital for safeguarding UNICEF's operations and maximizing its impact for children.
Responsibilities
The Risk and Compliance Specialist will provide comprehensive support for risk management by coordinating risk assessments, monitoring the implementation of mitigation measures, and leading assurance reviews. This role will embed risk-informed decision-making across all programmes, operations, and governance processes. The specialist will strengthen organizational compliance by promoting robust internal controls, reviewing systems and processes, supporting audits, and monitoring delegated authorities to ensure adherence to UNICEF policies, procedures, and governance requirements. Furthermore, the role involves supporting fraud risk management by fostering a culture of integrity, advising management on investigation outcomes, enhancing anti-fraud measures, and building awareness among staff, partners, and suppliers. The incumbent will also provide strategic oversight and expert advice to management on risk and compliance matters, ensuring that all activities align with organizational standards and ethical conduct, thereby contributing to the effective and efficient delivery of UNICEF's mandate in the Pacific.
Work Experience
A minimum of five years of professional experience in risk management, internal controls, compliance, audit, or a closely related field. Experience in a complex, multi-country environment, preferably within the UN system or a similar international organization, is desirable.
