Job Purpose

The Operations Specialist, P-3, will provide strategic leadership, coordination, and oversight for all operational functions, including Supply Chain, Finance, Administration, Risk Management, and ICT, specifically for the Ebola response in the Democratic Republic of the Congo. This role is crucial in ensuring that operational systems are agile, risk-informed, and responsive to emergency needs. The incumbent will facilitate the timely delivery of essential supplies, support the rapid deployment and well-being of personnel, and ensure the uninterrupted continuation of program response activities across all affected areas. The Operations Specialist will serve as a senior member of the Ebola Coordination team, offering expert advice on efficient operational approaches, identifying and mitigating operational risks, strengthening governance, optimizing resource allocation, and enhancing systems. This position demands alignment with the emergency response plan and adherence to simplified emergency procedures to effectively support the ongoing response efforts.

Responsibilities

The Operations Specialist will be responsible for developing people resources to promote technical competence, foster career progression, and retain an agile workforce. They will champion strategic resource allocation to achieve organizational goals and ensure Value for Money (VfM). Enhancing risk management to improve organizational performance and strengthen internal controls will be a key duty. The incumbent will drive operational centralization and optimization to maximize efficiency gains across all functions. Strengthening internal and external partnerships, and leveraging UNICEF’s oversight and understanding of financial management across all office areas, will be critical. This includes ensuring the effective and equitable delivery of operational support in a complex and evolving emergency context, characterized by health system limitations, logistical challenges, insecurity, and displacement. The role requires adaptability, cultural sensitivity, and a strong focus on supporting children and at-risk communities during the Ebola response.

Work Experience

A minimum of 5 years of professional experience at the national and/or international level is required, preferably in development, fragile settings, or humanitarian contexts.
