Organizational Context

UNFPA is the UN agency dedicated to delivering a world where every pregnancy is intended, every childbirth is safe, and every young person's potential is fulfilled. The organization's Strategic Plan for 2026-2029 aims to accelerate the ICPD Programme of Action and achieve the SDGs by 2030. This role supports UNFPA's mandate by ensuring effective resource management and program delivery in a complex global environment.

Job Purpose

The primary purpose of this role is to conduct a comprehensive financial analysis of Nigeria's National Strategic Direction for Nurses and Midwives (NSDNM) for 2026-2030. The consultant will develop a multi-year costed operational action plan to guide implementation, identify financial requirements, pinpoint funding gaps, and map potential funders for sustainable financing. This will provide stakeholders with a clear understanding of the financial resources needed to implement the NSDNM, facilitating effective budgeting, tracking, and donor engagement.

Responsibilities

The Health Financing/Costing Consultant will facilitate the development of a five-year costed operational action plan for the NSDNM 2026-2030. This involves conducting a situational analysis by reviewing the NSDNM, national health workforce strategy, midwifery model of care, health financing landscape, and current spending on reproductive and maternal health. The consultant will design a transparent, multi-year costing model for programmatic costs, capital expenditures, and operational overhead. Key responsibilities include facilitating stakeholder workshops with the Technical Working Group, Federal Ministry of Health, Nursing and Midwifery Council, donors, and associations to validate assumptions and gather data. The consultant will also lead the drafting of workshop reports and a comprehensive financial narrative report for the costed operational plan, including a preliminary costing model, draft plan with gap analysis and resource mobilization strategy, and a final plan.

Work Experience

At least two years of relevant experience in costing health sector strategic plans, with a focus on human resources for health or maternal and reproductive health. Proven proficiency with global health economic modeling tools (e.g., OneHealth Tool, LiST, EQUIST). Experience working with UN agencies, government, NGOs, or civil society groups is desirable. Knowledge of Nigeria’s health system is also beneficial.

Skills

Excellent analytical, stakeholder facilitation, and communication skills. Strong drafting and writing abilities with attention to detail. Computer literacy and proficiency in Microsoft Office and digital collaboration tools are mandatory. Core competencies include integrity, commitment, cultural diversity, change embracing, results achievement, accountability, professional expertise, strategic thinking, and teamwork.
