Organizational Context
The UNESCO Communication and Information Sector (CI) aims to foster freedom of expression, media development, and media-literate societies. It works to build knowledge societies by promoting universal access to information, innovation for sustainable development, and the preservation of documentary heritage. This role focuses on programmatic activities within the sector, not broader external communications.
Job Purpose
Under the authority of the Assistant Director-General for Communication and Information and the Director of the UNESCO Regional Office in Apia, this position is responsible for developing and implementing communication and information projects and proposals. The role involves providing expert advice, conducting research, managing knowledge, and fostering partnerships to support the Field Office and the broader CI Sector. The incumbent will contribute to multi-sectoral and cross-country programmatic activities, aligning work with UNESCO's Medium-Term Strategy, Programme and Budget, and global development goals like the 2030 SDGs.
Responsibilities
Key responsibilities include analyzing and contributing to the CI strategy for the region, identifying and developing collaborative project proposals, and aligning national priorities with UN SDGs and development partners' strategies. The role involves managing and implementing programme activities, developing new project proposals for specific UNESCO programmes (IPDC, IFAP), and planning/implementing extrabudgetary funded projects, ensuring all reporting requirements are met. Additionally, the incumbent will research and develop a knowledge base, provide technical advice to other Field Offices and colleagues, stay updated on best practices, and offer technical backstopping for projects and events. Networking and partnership development are crucial, including contributing to UN project management systems, developing outreach strategies, and organizing consultations with governments and civil society. Resource mobilization through fundraising and proposal preparation is also a key function, alongside administrative support such as coordinating donor meetings and preparing reports.
Work Experience
A minimum of four years of relevant professional experience in communication and information, focusing on media development or knowledge societies, with at least two years at the international level. Experience in designing and implementing communication and information projects, international cooperation, fundraising, resource mobilization, and partnership building with various organizations is essential.
Skills
Essential skills include excellent project management, strong analytical and problem-solving abilities, and proficiency in results-based management. The candidate must possess excellent communication and interpersonal skills for stakeholder engagement, knowledge of development policies, and UNESCO's communication and information programmes. Ability to mobilize resources, build partnerships, and lead multicultural teams is crucial. Familiarity with UNESCO's work and the UN system is desirable.
