Job Purpose
UNESCO seeks a visionary Director to lead the Institute for Statistics (UIS). The Director will provide strategic, intellectual, and operational leadership to establish UIS as a globally recognized center of excellence in data, analysis, and statistical capacity building. Reporting to the Assistant Director-General for Education and guided by the UIS Governing Board, the Director will manage the Institute's human and financial resources, oversee program implementation, and evaluate results. This role involves defining the strategic vision, ensuring alignment with UNESCO's mandate, and enhancing UIS's standing within the UN system and the broader global data ecosystem. The Director will navigate the evolving data landscape, characterized by digital transformation and big data, to ensure UIS remains a leader in official statistics.
Responsibilities
The Director will provide high-level management and leadership for UIS programs, developing and implementing organizational and resource mobilization strategies. Key responsibilities include ensuring efficient management of financial and human resources, identifying risks and opportunities, and anticipating global trends to ensure the Institute's stable development and sustained impact. The Director will define the strategic vision for statistical development within UNESCO's mandate, represent the Director-General at high-level statistical meetings, and foster strong professional relationships with governmental, non-governmental, and international bodies. This includes overseeing the development of a communication strategy, strengthening the link between UIS activities and other UNESCO programs, and promoting a high-performing, inclusive, and diverse institutional culture. Encouraging innovation, continuous learning, and knowledge sharing within the Institute are also crucial aspects of the role.
Work Experience
A minimum of 15 years of professional experience with increasing responsibility in statistical leadership positions is required, preferably at both national and international levels, including high-level international experience. Proven experience in program/project planning and management, advocacy, resource mobilization, and partnership building is essential.
Skills
Proven leadership and management abilities, strong analytical skills, strategic planning and management capabilities, and the ability to manage large programs and financial resources. Excellent diplomatic, negotiation, communication, and representation skills are necessary. A solid understanding of global statistical systems and key issues in education and other UNESCO domains is required. Experience with international cooperation mechanisms and a strong professional network are highly valued.
