Job Purpose
UNESCO seeks a visionary Director to lead the Institute for Statistics (UIS). This role provides strategic, intellectual, and operational leadership to establish UIS as a global centre of excellence in data, analytics, and statistical capacity development. Reporting to the Assistant Director-General for Education, the Director will manage UIS resources, implement programmes, and assess outcomes. The incumbent will drive the Institute's strategic vision, ensure the achievement of its goals in alignment with UNESCO's mandate, and enhance its standing within the UN system and the broader global data ecosystem. This leadership position is crucial for navigating the evolving data landscape and advancing statistical innovation.
Responsibilities
Provide high-level managerial leadership for UIS programmes, including developing and implementing organizational and resource mobilization strategies. Oversee the effective management of financial and human resources. Identify key issues and risks, anticipate global trends and opportunities for UIS, and take action to ensure its stable development and continued relevance and impact for Member States, partner organizations, and the global community. Lead the strategic vision for statistical development within UNESCO's mandate. Represent the Director-General at the United Nations Statistics Commission and other high-level statistical meetings. Establish and maintain strong professional relationships with governmental, non-governmental, international, and national institutions, as well as relevant professional bodies. Lead the development of the Institute's communication and outreach strategy, strengthening links between UIS activities and other UNESCO programmes to ensure quality assurance in statistical matters. Foster a high-performing, inclusive, and diverse organizational culture, promoting innovation, continuous learning, and knowledge sharing.
Work Experience
Requires at least 15 years of progressive professional experience in statistical management, preferably at both national and international levels, including senior executive roles. Demonstrated experience in planning and managing international programmes, advocacy, resource mobilization, and partnership development is essential. Experience collaborating with government ministries, national statistics authorities, and policy research institutions, particularly in developing countries, is also highly desirable.
Skills
Proven leadership and managerial skills with sound analytical and decision-making capabilities. Ability in strategic planning and management, including administering extensive programmes and financial resources. Excellent diplomatic, negotiation, communication, and representational skills. Strong understanding of global statistical systems and key issues in education and other UNESCO domains. Ability to lead and motivate multicultural teams and foster continuous staff development. Commitment to UNESCO's mandate and strategic direction.
