Organizational Context
These positions are within the Engineering Section of the United Nations Organization Stabilization Mission in the Democratic Republic of Congo (MONUSCO), located in Kinshasa and Beni. Kinshasa is a family duty station (Category C), while Beni is a non-family duty station (Category E). Incumbents report directly to the Chief Engineer, contributing to the mission's engineering operations.
Job Purpose
The Engineer applies professional knowledge and expertise to support MONUSCO's engineering activities. This involves contributing to project design, construction, and repair of various infrastructure, including buildings, roads, and utilities. The role includes preparing progress and special reports, responding to audits, and assisting in budget and work schedule development. The Engineer monitors project performance against budgets and schedules, conducts site investigations, and develops technical specifications. They provide expert advice on technical documents and policies, manage asset and material inventory, and supervise commercial contractors for facility maintenance, ensuring quality and risk management best practices are followed. The role also supports mission start-up and liquidation phases as needed.
Responsibilities
Apply engineering calculations and practices to projects involving design, construction, and repair of buildings, roads, airfields, waste disposal, water treatment, power systems, and field defense. Prepare progress reports, quality/cost/schedule variance reports, and draft responses to audit observations. Contribute to annual engineering budgets and work schedules, considering resource planning and enabling capacities. Monitor costs and schedules against approved plans. Conduct site investigations for data collection and develop technical specifications. Liaise with other specialists for problem-solving. Provide technical advice on policies and procedures, incorporating quality and risk management. Support mission start-up and liquidation phases, including site assessment and asset disposal. Manage asset and material inventory through UMOJA. Supervise contractors for facility maintenance, inspecting routine and scheduled works. Perform other required duties.
Work Experience
A minimum of five years of progressive experience in engineering project management is required. Experience in project planning, execution, and compliance standards is necessary. Desirable experience includes managing engineering administrative functions, using CAD tools, developing space plans, implementing environmental programs, and working in UN or similar international organizations in conflict/post-conflict settings.
