Organizational Context

This position is within the One Executive Office (OneEO) of the UN Secretariat's Department of Operational Support (DOS) at UN Headquarters in New York. OneEO consolidates common administrative functions as part of the UN80 reform. DOS provides operational support across the Secretariat. The Division of Administration delivers administrative services, including HR, finance, and travel, to New York-based entities. This role supports entities focused on peace and security.

Job Purpose

The Human Resources Officer provides essential advice and support to managers and staff on a wide range of human resources matters within the One Executive Office. This includes managing recruitment processes, from identifying vacancies and preparing announcements to reviewing applications and conducting interviews. The role involves administering entitlements, interpreting policies, and advising on salary, benefits, and travel. Additionally, the officer will contribute to staff development by identifying needs, designing programs, and providing career support and performance management advice. The position also plays a key role in data analysis for HR trends and supports the transition of the One Executive Office, ensuring effective communication and operational support for client entities.

Responsibilities

The Human Resources Officer provides comprehensive HR support, including advising managers and staff on HR matters, preparing reports, and leading HR projects. Key responsibilities encompass the full recruitment and placement cycle: identifying vacancies, advertising positions, screening applications, interviewing candidates, and making recommendations. The role involves serving on appointment and promotion bodies and monitoring recruitment activities. The officer will administer staff entitlements, interpret and advise on policies, regulations, and rules, and determine benefits. Staff development is another focus, involving needs assessment, program design, and delivering training. The position also includes performance management support, job classification analysis, and providing guidance on classification policies. Furthermore, the role supports the One Executive Office transition, develops communication strategies, and analyzes HR data to inform decision-making.

Work Experience

A minimum of five years of progressive experience in human resources management or administration is required. Experience with UN staff rules and regulations, post classification, and recruitment within the UN or a similar international organization is essential. Experience in organizational reform, executive office settings, and data analytics is desirable.

Skills

Professionalism, client orientation, and communication are key competencies. This includes knowledge of HR policies, ability to analyze data, effective client partnership, and clear verbal and written communication skills. Ability to interpret and apply HR regulations and provide advice is crucial.
