Organizational Context

The Department of Operational Support provides end-to-end operational support across the UN Secretariat, including field missions and regional commissions. Within this, the Office of Supply Chain Management oversees various divisions, including the Uniformed Capabilities Support Division (UCSD). This role is situated within the Reimbursement Claims Management and Performance Section (RCMPS) of UCSD, focusing on processing reimbursements to troop and police-contributing countries.

Job Purpose

The Finance and Budget Officer is responsible for reviewing, analyzing, certifying, and processing various claims, including those for Contingent Owned Equipment (COE), death and disability awards, and third-party claims. The role involves verifying claim accuracy, providing guidance to Permanent Missions on reimbursement frameworks and compensation matters, and coordinating cost estimates for budget and planning. The officer will also prepare management reports, analyze data for trends, and provide support to headquarters and field missions regarding budget proposals and expenditure monitoring. Additionally, the role includes supervising subordinate staff and ensuring compliance with relevant policies and Memoranda of Understanding (MOUs).

Responsibilities

Review, analyze, certify, and process claims for Contingent Owned Equipment (COE), death and disability awards, and third-party claims. Verify the accuracy and reasonableness of supporting documentation for all claims. Provide substantive support, advice, and guidance to Permanent Missions of troop and police-contributing countries on reimbursement frameworks and compensation matters. Deliver briefings on COE policies and procedures, discuss claims, and participate in pre-deployment visits and negotiations. Coordinate the preparation and finalization of cost estimates for budget and planning. Prepare regular and ad hoc management reports, and analyze data in the claims database. Provide support and analysis for budget proposals and monitor expenditures for major equipment and self-sustainment. Supervise and train subordinate staff involved in claims verification and processing. Ensure compliance with MOUs and related guidelines. Collect and analyze data to identify trends and provide insights using data visualization methods.

Work Experience

A minimum of five years of experience in finance, administration, budget, accounting, or economics is required. Experience with ERP systems, financial modules, automated budgeting/accounting systems, spreadsheets, and word processing is necessary. Experience in military/police operations, field operations support, processing complex claims, and data analytics/visualization tools is desirable.
