Organizational Context
This position is within the UN Secretariat's Department of Political and Peacebuilding Affairs and Peace Operations (DPPA-DPO), specifically the Disarmament, Demobilization and Reintegration (DDR) Branch. The Branch supports DDR programs in various peacekeeping operations and special political missions, and also assists non-mission settings. The role contributes to the Peacebuilding and Peace Support Office's mandate to strengthen UN capacity in conflict prevention and sustaining peace across the conflict continuum.
Job Purpose
The Disarmament, Demobilization and Reintegration Officer serves as a focal point for DDR components in complex contexts, responsible for the planning, implementation, and evaluation of DDR programs in both mission and non-mission settings. This role provides crucial technical assistance to UN teams during peace negotiations and participates in technical assessment missions. The incumbent supports program development, monitors progress, reviews documents, and liaises with relevant parties. A key function is advising on and developing DDR strategies and concepts of operations, and providing Headquarters support for civilian and military aspects of DDR. The role also involves continuous review of program strategies, conducting field assessments, identifying and resolving implementation challenges, and representing the DDR component at Headquarters. Furthermore, the officer contributes to strategic thinking, policy development, and the maintenance of Integrated DDR Standards.
Responsibilities
The Disarmament, Demobilization and Reintegration Officer acts as a focal point for DDR components, overseeing the planning, implementation, and evaluation of DDR programs in mission and non-mission settings. Responsibilities include providing technical assistance to UN teams, participating in assessment missions, and supporting program/project development and implementation. The role involves reviewing DDR content for official reports, advising on and developing DDR strategies and concepts of operations, and supporting Headquarters planning for DDR. Continuous review of program strategy and implementation through documentation and field missions is essential. The officer identifies and addresses potential problems, liaises with Member States and partners, and participates in strategic thinking on DDR. Developing results-based frameworks, budgets, and staffing structures for new DDR components, supporting South-South Cooperation, and contributing to communications and doctrine development are also key duties. Maintaining Integrated DDR Standards and liaising with entities providing DDR training are also required.
Work Experience
A minimum of 5 years of relevant experience, preferably within an international organization, is required. This includes field experience in peacekeeping, peacebuilding operations, or development programs. One year of direct experience in Disarmament, Demobilization, and Reintegration (DDR), including Community Violence Reduction (CVR), is mandatory. Experience in large, multi-disciplinary, multi-cultural teams and coordinating with multiple partner agencies is desirable.
