Organizational Context

The Department of Operational Support provides end-to-end operational support across the UN Secretariat, including field missions and regional commissions. Within this department, the Procurement Division is mandated to deliver expert procurement services and business advice to UN entities, ensuring value for money through competitive, fair, and transparent processes. This role is situated within the Transportation & Life Support Service of the Procurement Division.

Job Purpose

The Procurement Officer is responsible for planning, developing, and managing complex procurement projects for diverse services and commodities worldwide. This includes advising requisitioning units, managing tender processes, evaluating bids, and formulating strategies for complex procurement challenges. The role involves negotiating with suppliers, managing contracts, conducting market research to identify new technologies and potential sources, and preparing procurement documentation. The officer also provides guidance and supervision to junior staff, ensuring adherence to regulations and best value for money in all procurement activities.

Responsibilities

The Procurement Officer plans, develops, and manages all procurement and contractual aspects of complex projects involving diverse global services and commodities. Responsibilities include advising units on procurement processes, preparing and managing tender invitations, and evaluating bids. The role involves formulating strategies for complex procurement issues, establishing work programs for contracts, and negotiating with senior supplier representatives. The officer signs procurement orders within authorized limits and prepares submissions for higher approvals. Market research, analysis of commodity situations, and identification of new technologies and supply sources are key duties. Additionally, the officer oversees contract adherence, recommends amendments, and prepares procurement-related documents, while also providing guidance and supervision to junior staff.

Work Experience

A minimum of five years of experience in procurement, contract management, or contract administration is required. This includes at least two years of experience in international tender exercises for high-value, complex contracts within the last five years. Experience with ERP systems (e.g., SAP) and e-tendering systems (e.g., Ariba) is also required. Experience supporting field operations or similar international organizations is desirable.
