Disarmament, Demobilization and Reintegration Officer
Organizational Context
This role is within the UN Secretariat's Department of Political and Peacebuilding Affairs and Peace Operations (DPPA-DPO), specifically the Peacebuilding and Peace Support Office (PBPSO) DDR Section. The section provides crucial planning and operational support for Disarmament, Demobilization, and Reintegration (DDR) programs and Community Violence Reduction (CVR) initiatives across multiple UN peacekeeping operations and special political missions.
Job Purpose
The Disarmament, Demobilization and Reintegration Officer is responsible for contributing to the substantive development and implementation of DDR processes. This includes shaping policy, legal frameworks, and operational strategies, while providing technical expertise and advice to key stakeholders. The role involves planning, designing, and monitoring projects, supporting thought leadership in DDR, and conducting research and analysis to inform operations. The officer will also coordinate local partnerships, support resource mobilization, develop training programs, and ensure DDR activities are integrated with broader peacebuilding efforts, contributing to the UN's capacity to prevent conflict and sustain peace.
Responsibilities
Contribute to the development and implementation of DDR processes, including policy, legal frameworks, strategies, and action plans, aligning with national priorities and peacebuilding efforts. Provide technical input for project planning, design, and implementation, offering advice to DDR management, commissions, and government representatives. Engage stakeholders through participatory processes and monitor project activities. Support thought leadership in DDR through inter-agency collaboration and engagement with national and international actors. Conduct research and analysis on DDR-related issues, including risk assessments and operational factors, to identify problems and propose solutions. Develop result-based frameworks and budgets for new DDR components. Establish and maintain monitoring and evaluation systems for DDR processes. Coordinate local partners and communities for participation in DDR planning and implementation. Support resource mobilization and strategic partnerships. Develop and review DDR inputs for reports to the Secretary-General. Design and deliver targeted training programs for institutional capacity building. Participate in technical assessment missions, providing guidance and drafting reports. Ensure DDR activities are integrated with other mission and in-country agency efforts. Draft various written outputs, including background papers and reports, and provide support for meetings and workshops.
Work Experience
A minimum of five years of progressively responsible experience in political science, international relations, law, disarmament, security, development management, or conflict resolution is required. Three years of experience in international affairs, such as peacekeeping or peacebuilding operations, is also required. Experience in DDR, small arms control, crisis management, or economic recovery is desirable.
