Organizational Context

The United Nations Relief and Works Agency (UNRWA) is a UN entity established in 1949, mandated to assist and protect approximately 5.8 million registered Palestine refugees across the Middle East. UNRWA provides essential services including education, healthcare, and social services, operating as the largest UN operation in the region. The MD Chief, Finance Division role reports to the MD Director.

Job Purpose

The MD Chief, Finance Division is responsible for standardizing the organization's financial, accounting, and treasury policies and procedures, ensuring compliance with International Financial Reporting Standards (IFRS), International Accounting Standards (IAS), and UNRWA's technical instructions. This role involves overseeing financial projection, planning, and cash flow management to meet funding requirements. The position acts as a key member of the executive management team, contributing to strategic decisions and reporting on financial matters to high-level management, donors, and other stakeholders. Additionally, the role involves managing and developing finance and accounts staff across headquarters and field offices, fostering teamwork, and ensuring adherence to financial standards and regulations.

Responsibilities

Standardize and ensure adherence to financial, accounting, and treasury policies and procedures, aligning with IFRS, IAS, and UNRWA regulations. Update financial instructions and manuals annually to maintain compliance. Oversee financial projection, planning, and monitoring of cash balances, cash flows, liquidity, and funding requirements. Participate in executive management decisions and report on financial aspects to senior management, donors, and stakeholders. Manage and develop the performance of Finance and Accounts Management staff at HQ and field levels, promoting efficiency, effectiveness, teamwork, and capacity development. Lead agency-wide capital and asset management, including asset registry and resource allocation, ensuring profitable and low-risk capital management. Monitor donated and revolving loan funds, providing recommendations for efficient utilization and investment. Develop, monitor, and control the organization's risk profile, including financial liabilities, and implement mitigation strategies to safeguard assets. Produce annual and quarterly financial statements and specialized reports, manage auditor findings, and maintain constructive relationships with stakeholders, including banks.

Work Experience

Requires at least 10 years of experience in finance management, supervision, administration, and development within a microfinance or financial institution. Five of these years must be at a senior level within a large governmental or international organization. Experience with IAS, IFRS, and CGAP standards, portfolio quality analysis, and credit policy formulation is necessary. Proficiency in English and Arabic is also required.
