Job Purpose
The purpose of this role is to provide expert research, analysis, and reporting to UN Sanctions Committees, directly supporting the implementation of UN Security Council resolutions. This involves gathering information, liaising with various stakeholders, and preparing comprehensive reports and briefings. Responsibilities
Key responsibilities include monitoring sanctions measures and researching/analyzing alleged violations or non-compliance with Security Council resolutions. The expert will contribute to reporting on violations and non-compliance to the Committee and Security Council, and prepare recommendations for improved sanctions implementation based on analysis, country visits, and outreach. This involves compiling information for potential designation of individuals/entities violating sanctions, cooperating with international organizations, and monitoring media for relevant issues. The role also requires preparing and delivering briefings on sanctions regimes, assisting states in strengthening implementation capacities, and ensuring reports meet high standards of evidence and methodology. Organizational duties include contributing to work plans, participating in missions and consultations, drafting correspondence, collating and assessing information, archiving materials, and submitting an end-of-assignment report. Administrative duties involve adhering to UN rules and regulations and safety/security policies.
Work Experience
A minimum of ten years of progressively responsible experience in a relevant area is required, including at least three years of field experience. Experience in post-conflict or transitional situations, field research or investigation, and writing high-quality reports is essential. Proven interpersonal skills in complex environments and a demonstrated understanding of sanctions regimes are highly desirable.
