Job Purpose
The purpose of this role is to provide expert research, analysis, and reporting to support the United Nations Security Council's sanctions regimes. The expert will monitor sanctions measures, investigate alleged violations, and contribute to recommendations for improved implementation. This involves compiling information, cooperating with international bodies, monitoring media, and preparing briefings. The role also entails assisting states in strengthening their capacity to implement sanctions and ensuring due process for all parties involved. Ultimately, the expert's contribution is vital for the effective functioning and enforcement of UN sanctions, directly supporting the Security Council's mandate in maintaining international peace and security.
Responsibilities
The expert will substantively contribute to monitoring sanctions measures and researching/analyzing alleged violations or non-compliance with UN Security Council resolutions. This includes reporting on violations, providing updates to the Committee and Security Council, and preparing recommendations for improved sanctions implementation based on analysis and outreach. The role involves compiling information for potential designation of individuals/entities violating sanctions, cooperating with regional/international organizations, and monitoring media relevant to the mandate. The expert will prepare and deliver briefings, assist states in enhancing sanctions implementation capacity, and ensure reports meet high standards of evidence and methodology. Organizationally, the expert will contribute to work plans, participate in missions and consultations, draft correspondence, and collate/assess gathered information. Administrative duties include adhering to UN regulations and policies, and planning travel efficiently.
Work Experience
A minimum of ten years of progressively responsible experience in a relevant area is required, including at least three years of field experience. Experience in post-conflict or transitional situations, field research or investigation, and writing high-quality reports is essential. Proven interpersonal skills in complex environments and a demonstrated understanding of sanctions regimes are highly desirable.
