Evaluación Sectorial de Salud Post-Terremoto
Organizational Context
The International Organization for Migration (IOM) in Venezuela, a UN agency, focuses on human mobility and health. It operates with a presence in Caracas and sub-offices, implementing programs to strengthen health access, institutional capacities, and emergency response. The organization has experience in crisis management and disaster recovery, aligning with its strategic framework for migration and health.
Job Purpose
This consultancy involves conducting a Post-Earthquake Sectoral Health Evaluation for a project implemented by IOM in Venezuela. The primary purpose is to generate independent evidence on the relevance, effectiveness, impact, and sustainability of health interventions following an earthquake. The evaluation will analyze project activities, identify best practices, challenges, and lessons learned. Findings will inform future health programming in emergency contexts, support institutional learning, and guide decision-making for IOM and its partners, serving as an accountability mechanism for beneficiaries, national authorities, and donors.
Responsibilities
The consultant will be responsible for delivering several key outputs. This includes preparing an inception report detailing the evaluation methodology, theory of change, and data collection tools. Following data collection, a preliminary findings presentation and discussion will be held. The consultant will then draft a comprehensive Evaluation Report, not exceeding twenty-five pages, presenting findings, conclusions, and recommendations. A final Evaluation Report will be submitted after incorporating feedback. Additionally, the consultant will produce a fact sheet on the evaluation and a partially completed management response matrix, detailing recommendations.
Work Experience
Requires over five years of experience in project and/or program evaluation, adhering to UN standards and OECD-DAC criteria. Experience with UN agencies is advantageous, as is expertise in migration, environment, or climate change research/evaluation. Experience with gender-sensitive and rights-based evaluations is also required. At least five similar previous works (Final Evaluation Reports) must be submitted.
Skills
Proficiency in Spanish (written and spoken) is required. Intermediate or advanced English proficiency is considered an advantage. Experience in gender-sensitive and rights-based evaluations is necessary. Strong analytical and reporting skills are implied by the deliverables.
