Field Security Officer
Organizational Context
The International Organization for Migration (IOM) is a UN-related agency promoting humane and orderly migration. The Office of Staff Security (OSS) leads security policy and provides country office support to manage risks. This Field Security Officer role, reporting to the Chief of Mission and technically to the Regional Security Officer, is crucial for managing security risks and enabling IOM's activities in Yemen.
Job Purpose
The Field Security Officer is responsible for providing expert support in all aspects of security risk management to enable IOM's activities in the Country Office. This involves implementing appropriate safety and security management procedures to effectively address issues that could impact the security of IOM personnel, premises, assets, and operational activities. The role ensures that security risks are managed at acceptable levels, allowing for the effective implementation and delivery of IOM programmes and activities in a challenging environment. The officer will work under the direct supervision of the Chief of Mission and the technical supervision of the Regional Security Officer.
Responsibilities
Key responsibilities include establishing and maintaining relationships with security officials, providing security assessments and recommendations to leadership, developing and testing warden systems, and coordinating security training. The officer will conduct security briefings for personnel, manage travel security requirements, and monitor compliance with UN Security Risk Management Measures. They will also acquire operational understanding of IOM programs, provide security inputs for business continuity plans, and develop/test country-specific security plans. Additional duties involve supervising security assistants, monitoring deployment numbers, testing emergency communication systems, reporting security incidents, conducting preliminary inquiries, and performing other assigned duties.
Work Experience
Experience in security, risk, disaster, or crisis/emergency management is desirable. Experience in planning and implementing risk mitigation measures, international experience, and management experience in humanitarian or corporate sectors are also advantageous. A minimum of one year of field operations experience and specialized experience in security programs or risk assessments are beneficial.
Skills
UNDSS certifications (SCP, SAPP, HIM, TDC, SSAFE) are desirable. Key skills include the ability to collaborate with government security counterparts, demonstrated rational decision-making under pressure, effective supervision, and excellent oral and written communication skills, including active listening.
