Budget and Financial Compliance Officer
Organizational Context
The International Organization for Migration (IOM), established in 1951, is a UN-related agency focused on promoting humane and orderly migration. It works with governments and partners to save lives, protect migrants, resolve displacement, and facilitate legal migration pathways. This role operates within the Country Office (CO) in Kinshasa, Democratic Republic of the Congo, under the supervision of the Chief of Mission and Head of Resources Management.
Job Purpose
The Budget and Finance Compliance Officer is responsible for managing, overseeing, and monitoring the budgetary activities of the IOM Country Office (CO) in the Democratic Republic of the Congo. This role ensures strict adherence to IOM's Rules and Regulations and compliance with donor-specific requirements. The officer plays a critical role in maintaining financial integrity, providing accurate financial reporting, and supporting effective resource management to facilitate IOM's mission of promoting humane and orderly migration. The position contributes to the overall operational efficiency and accountability of the Country Office.
Responsibilities
The Budget and Finance Compliance Officer will manage and monitor the Country Office's budgetary activities, including expenditure oversight and accountability. Responsibilities include conducting financial and budget reviews, analyzing activities and projects, and presenting findings to management. The officer will generate and evaluate monthly budget reports, suggesting remedial actions for anomalies. They will prepare and lead internal reviews of donor financial reports, coordinate the annual institutional budget submission, and oversee budget control across all projects. The role involves preparing budgets for new programming, forecasting funds, and ensuring timely receipt of funding. Maintaining the reporting system, ensuring correct salary allocation to projects, and liaising with Headquarters and Regional Office units are key duties. Additionally, the officer will provide technical guidance to implementing partners on budgetary management and financial compliance, support the Head of Resources Management in establishing internal controls, and facilitate audits.
Work Experience
Required experience includes accounting, financial management, and reporting, with a focus on preparing clear financial and management reports. Experience working within international institutions is necessary. Proficiency in MS Office and good computer literacy are essential. Knowledge of International Public Sector Accounting Standards (IPSAS) and IOM/UN accounting systems is advantageous.
Skills
High computer literacy, including experience with computerized accounting systems and software. Knowledge of Enterprise Resource Planning (ERP) is highly desirable. Required knowledge of International Public Sector Accounting Standards (IPSAS) and IOM/UN regulations, policies, and procedures. Excellent analytical, decision-making, communication, and writing skills.
