The Shelter, Land and Site Coordination (SLSC) Sector Coordinator role operates under the Chief of Mission and Senior Emergency Coordinator. This position is crucial for coordinating the SLSC Cluster at national and sub-national levels in Haiti, ensuring effective, integrated, and protection-centered humanitarian response.

Job Purpose

The Shelter, Land and Site Coordination (SLSC) Sector Coordinator is responsible for operational coordination of merged Shelter, Non-Food Items (NFI), Camp Coordination and Camp Management (CCCM), and Housing, Land and Property (HLP) functions in Haiti. In a challenging context of natural hazards, displacement, and insecurity, this role supports a coordinated, area-based, and protection-sensitive humanitarian response. The purpose is to unify emergency shelter, settlements, site management, and HLP priorities under one platform, strengthening operational coherence, improving service referrals, and reinforcing accountability to affected populations. The role ensures alignment with national structures, humanitarian partners, local authorities, and communities, while maintaining rapid response capacity and supporting durable solutions.

Responsibilities

Coordinate Shelter, Land and Site Coordination (SLSC) activities in Haiti, including organizing meetings, engaging partners, and facilitating information exchange. Support the establishment and functioning of coordination mechanisms at national and sub-national levels, promoting partner participation and alignment with standards. Coordinate the development and implementation of SLSC operational priorities, workplans, and technical guidance for shelter, NFI, site coordination, and HLP activities. Represent the Sector in various coordination forums, communicating operational priorities and response gaps. Manage information, reporting, and field monitoring to support data collection, analysis, and sharing. Promote humanitarian principles, protection, Accountability to Affected Populations (AAP), gender, disability inclusion, and HLP principles within Sector activities. Support resource mobilization and response prioritization through inter-agency planning and needs analysis. Contribute to emergency preparedness and contingency planning. Advocate for the Sector by documenting challenges and achievements. Monitor Sector performance and support corrective actions. Provide technical guidance and capacity-building to partners. Undertake duty travel for coordination and monitoring.

Work Experience

Experience in humanitarian coordination, shelter and settlement programming, displacement contexts, and emergency response is required. Experience supporting evidence-based planning, needs assessments, and coordination products is essential. Operating in constrained environments, engaging with diverse stakeholders, and implementing shelter projects (including cash-based modalities) are also necessary. Familiarity with humanitarian planning cycles and inter-agency coordination mechanisms is beneficial.

Skills

Demonstrated knowledge of humanitarian coordination architecture and shelter technical guidelines. Ability to coordinate multi-stakeholder humanitarian responses across Shelter, HLP, and Site Coordination actors. Proven capacity to engage with UN agencies, NGOs, government counterparts, and community structures. Demonstrated analytical, facilitation, negotiation, drafting, and coordination skills. Ability to interpret data for operational planning and advocacy. Strong managerial, organizational, and communication skills, with the ability to manage multiple priorities under tight deadlines.
