Organizational Context

The International Organization for Migration (IOM), established in 1951, is a UN-related agency dedicated to promoting humane and orderly migration. It collaborates with governments and partners to save lives, protect migrants, and facilitate legal pathways. The ICT Officer role is situated within the Global Office (GO) in Washington, reporting to the Chief of the Global and Domestic Programmes Unit and the Senior Resources Management Officer.

Job Purpose

The Information and Communications Technology (ICT) Officer is responsible for supervising and managing the ICT operations within the IOM Global Office (GO) in Washington. This role ensures the timely and accurate provision of ICT solutions and services to meet operational needs, including support during humanitarian emergencies. The officer acts as a key liaison for ICT matters, collaborating with various internal and external stakeholders to drive digital innovation and ensure compliance with IOM's ICT policies and standards. The position contributes to the efficient functioning of the GO by optimizing ICT infrastructure and providing essential technical support and advice.

Responsibilities

Manage and coordinate ICT Unit activities in the Global Office (GO), ensuring timely and accurate service delivery in compliance with IOM policies and standards. Maintain continuous liaison with GO management and staff to provide adequate ICT solutions and services, including support for humanitarian emergencies. Serve as the ICT Business Relationship and cybersecurity local liaison, collaborating with IOM programs, global cybersecurity initiatives, UN agencies, NGOs, and vendors. Supervise and train the GO ICT Team, ensuring effective implementation of strategic initiatives, timely response to security incidents, and provision of Tier 1 support. Develop and maintain ICT documentation, including Standard Operating Procedures (SOPs), Business Continuity Plans, and Disaster Recovery Plans. Conduct service improvement assessments and advise management on optimizing ICT infrastructure. Provide specialized advice on data requirements and translate user needs into business solutions. Oversee the procurement of ICT equipment and services, ensuring compliance with standards. Manage the implementation of security and compliance controls for the global cybersecurity program.

Work Experience

Required experience includes overseeing and managing Microsoft Windows and Serverless networks (LAN/WAN), first-level network/desktop support in a large international organization, and supervisory roles in ICT functions. Experience in planning, design, development, implementation, and maintenance of computer information systems is essential. Demonstrated experience in cybersecurity compliance, incident response, and Microsoft 365 cloud technologies is also required.

Skills

Advanced oral and written communication skills; strong soft skills for effective communication with diverse stakeholders. Extensive knowledge of Windows OS, Network/Systems administration, TCP/IP, Cisco devices, VPN, VoIP, MS Office 365, and antivirus software. Experience with database information systems and data processing tools. Ability to work independently, demonstrate initiative, and maintain professional commitment. Experience handling confidential data and coaching individuals within a multicultural team environment.
