Organizational Context

The International Organization for Migration (IOM), established in 1951, is a leading UN agency promoting humane and orderly migration. It operates globally, saving lives, protecting migrants, and facilitating pathways for regular migration. This role sits within the Country Office, reporting to the Chief of Mission, and is responsible for coordinating IOM's emergency response operations.

Job Purpose

The Field Emergency Coordinator is responsible for the overall coordination and management of IOM's operations in response to humanitarian challenges within the Country Office. This involves ensuring the effective and coherent implementation of emergency projects, aligning them with IOM's policies and procedures, and working collaboratively with the Chief of Mission. The role is crucial for enhancing IOM's response preparedness, aligning programmatic efforts with inter-sectoral frameworks, and ensuring that cross-cutting issues like gender, age, and protection are integrated into humanitarian responses. The coordinator also plays a key role in reporting, staff supervision, proposal development, and stakeholder engagement to mobilize support and address the needs of people on the move.

Responsibilities

Coordinate and monitor all operational and administrative aspects of emergency projects, ensuring adherence to IOM policies and procedures. Collaborate with the Chief of Mission to ensure coherence between emergency response and recovery activities. Enhance IOM's response preparedness by improving program coordination, aligning efforts with inter-sectoral planning, and implementing preparedness initiatives. Stay updated on humanitarian policies and best practices, recommending integration of cross-cutting issues like gender and protection. Ensure timely reporting and preparation of project updates. Guide and supervise emergency project staff, coordinating training to strengthen response capabilities. Identify new emergency response opportunities and contribute to project proposal development. Provide timely and accurate information on migration trends and conditions to stakeholders, liaising with donors to secure financial support. Actively participate in inter-agency forums and meetings with government authorities and other partners. Undertake travel for needs assessments, project monitoring, and new project development.

Work Experience

Experience in IOM emergency programming, including coordination, shelter, camp management, displacement tracking, protection, or preparedness and response. Practical experience in project management, encompassing administrative, financial, procurement, and HR procedures. Experience working in emergency contexts and liaising with government officials, donors, UN personnel, and NGOs.

Skills

Sound judgment and decision-making abilities for rapid problem-solving. Ability to work independently with minimal supervision. Capacity to perform effectively in high-pressure, rapidly changing environments. Proficiency in MS Office suite (Excel, PowerPoint, Outlook).
