Job Purpose
The Supply Chain Officer is responsible for overseeing all supply chain activities within the IOM Global Office (GO) in Washington, D.C. This role ensures that supply chain management objectives are met, guaranteeing the timely delivery of quality goods and services to beneficiaries at optimal prices. The officer works under the overall supervision of the Chief, Global and Domestic Programmes Unit and the direct supervision of the Senior Resources Management Officer, in close collaboration with the Regional Office in Panama and the Supply Chain Division at Headquarters. The position plays a critical role in supporting IOM's mission by ensuring efficient and effective resource management for its operations and programs.
Responsibilities
The Supply Chain Officer will conduct strategic planning for supply chain activities, including logistics capacity assessments and market research. They will supervise and manage all supply chain tasks, encompassing planning, budgeting, procurement, warehouse management, transport, distribution, fleet, and asset management. This includes optimizing processes to identify and resolve bottlenecks, ensuring timely and efficient delivery of goods and services. The role involves reviewing procurement requests, managing vendor performance, soliciting bids, and overseeing the bidding process in compliance with IOM/UN rules. The officer will also provide technical support for program procurement, ensure timely reporting, establish internal controls to safeguard assets, and monitor facility maintenance. Additionally, they will supervise, train, and develop supply chain staff and represent IOM in relevant inter-agency meetings.
Work Experience
Required experience includes managing diverse procurement and logistics operations. Additionally, demonstrated experience in training and managing large teams, as well as managing vendors and suppliers, is essential.
Skills
Extensive knowledge of IOM/UN internal procurement and financial rules, systems, and processes is required. Excellent computer literacy is necessary, with good knowledge of enterprise resource planning (ERP) systems, such as Oracle, being an advantage.
