Job Purpose
The Head of Programme Coordination and Innovation Unit (PCIU) is responsible for managing and coordinating unit activities under the supervision of the Chief of Mission and Deputy Chief of Mission. This role involves conceptualizing programmes and projects, developing proposals, overseeing monitoring and evaluation, and supporting strategic planning for the Country Office. The position also plays a crucial role in managing relationships with UN agencies, donors, and the Nigerian government, particularly concerning operational aspects of programmes and resource mobilization. The goal is to ensure effective programme implementation, enhance resource mobilization, and align IOM's efforts with national and regional migration priorities.
Responsibilities
The Head of Programme Coordination and Innovation Unit will manage and supervise unit staff, ensuring effective performance in programme development, implementation, and reporting. Responsibilities include assessing funding opportunities, preparing project proposals and concept notes, and reviewing project reports. The role involves supporting the coordination and evaluation of programme activities to ensure timely and quality implementation, advising on corrective measures, and liaising with donors and partners for coordinated project execution. Additionally, the position will advise on mainstreaming relevant regional policies into programming, analyze migration trends and recommend actions, and provide guidance to Programme Managers on implementation and M&E. Participation in UN and inter-agency meetings, facilitating cooperation with national counterparts, and developing communication materials are also key duties. The role supports evidence-based information generation for fundraising and policy engagement.
Work Experience
Required experience includes international migration, management, and evaluation. Candidates should have experience with migration issues, including operational and field work, and familiarity with IOM's project development, management, implementation, and monitoring systems. Experience in donor relations for project implementation and reporting is essential. A strong understanding of migration themes in West Africa and knowledge of arid/semi-arid regions are beneficial, as is experience liaising with governmental and non-governmental organizations.
Skills
Proficiency in project monitoring and evaluation is required. Demonstrated expertise in thematic areas related to project liaison, reporting, and monitoring is necessary. Knowledge and experience of regional issues are considered an advantage.
