Organizational Context
The International Organization for Migration (IOM), established in 1951, is a leading UN agency promoting humane and orderly migration. The Displacement Tracking Matrix (DTM) is IOM’s global system for collecting, analyzing, and disseminating data on population mobility and displacement. The DTM Operations, Coordination and Support (OCS) team, based in Berlin, provides essential operational, technical, and methodological support to country missions worldwide.
Job Purpose
The Operations and Coordination Officer (DTM) will support global DTM operations by providing country support, coordinating with Regional Data Hubs, and undertaking targeted deployments. This role is crucial for strengthening DTM methodologies and standards, and for enhancing engagement with both internal and external partners, including governments and inter-agency initiatives. The position also contributes to resource mobilization efforts and ensures coherence across DTM activities and partnerships, ultimately supporting evidence-based humanitarian response and durable solutions for displaced populations globally. The role operates under the overall supervision of the Global DTM Coordinator and the direct supervision of the Head of Operations (DTM).
Responsibilities
The Operations and Coordination Officer will support global DTM operations by providing technical backstopping and operational guidance to country missions, particularly high-priority ones. Responsibilities include coordinating with Regional Data Hubs and country teams for coherent DTM activity implementation, and supporting DTM's contribution to internal coordination processes like Migration Emergency Coordination groups. The role involves integrating cross-cutting initiatives such as data innovation to enhance DTM data's impact. Key duties also include contributing to the design and rollout of DTM methodologies and standards, supporting surge and deployment mechanisms for field missions, and engaging with internal and external stakeholders to strengthen partnerships and data uptake. Additionally, the officer will contribute to resource mobilization through proposal development and provide coordination and analytical support to the OCS team.
Work Experience
Required experience includes humanitarian operations, data/information management, and coordination. Experience supporting operations in humanitarian/development contexts, developing data collection methodologies, and working with UN agencies or international organizations is essential. Experience in programme development, proposal writing, and resource mobilization is also required. Previous field experience in emergency or complex environments is desirable.
Skills
Key skills include sound knowledge of displacement and humanitarian data systems (familiarity with DTM or similar frameworks), proven analytical skills with experience in data analysis tools, and excellent coordination and communication abilities for engaging diverse stakeholders. Proficiency in standard office software, with advanced Excel/data handling skills, and the ability to work under pressure managing multiple priorities are also important.
