Operations And Coordination Officer (displacement Tracking Matrix (dtm))
Organizational Context
IOM, established in 1951, is the leading UN agency for migration, promoting humane and orderly migration globally. The Displacement Tracking Matrix (DTM) is IOM’s system for collecting, analyzing, and disseminating data on population mobility and displacement. The DTM Operations, Coordination and Support (OCS) team in Berlin provides operational and technical support to country missions worldwide.
Job Purpose
The Operations and Coordination Officer (DTM) supports global DTM operations by providing country support, coordinating with Regional Data Hubs, and managing targeted deployments. This role contributes to strengthening DTM methodologies and standards, enhancing engagement with internal and external partners, including governments and inter-agency initiatives. The position also supports resource mobilization and ensures coherence across DTM activities and partnerships, ultimately contributing to evidence-based humanitarian response and durable solutions for displaced populations. The role operates under the supervision of the Global DTM Coordinator and the Head of Operations (DTM).
Responsibilities
Support global DTM operations through direct engagement with country missions, providing technical backstopping and operational guidance. Coordinate with Regional Data Hubs and country teams to ensure coherent and efficient implementation of DTM activities. Facilitate DTM's contribution to internal coordination processes and inter-agency platforms. Support the integration of cross-cutting initiatives, including data innovation, to enhance the impact of DTM data. Contribute to the design, development, and roll-out of DTM methodologies, tools, and standards. Assist in surge and deployment mechanisms, including participation in field missions. Engage with internal and external stakeholders to strengthen coordination and partnerships. Contribute to resource mobilization efforts, including proposal development. Provide coordination, administrative, and analytical support to the DTM OCS team.
Work Experience
Experience in humanitarian operations, data/information management, and coordination is required. Experience supporting operations in humanitarian or development contexts, developing data collection methodologies, and working with UN agencies or international organizations is essential. Experience in programme development, proposal writing, and resource mobilization is also necessary. Field experience in emergency or complex environments is desirable.
Skills
Sound knowledge of displacement, migration, and humanitarian data systems (familiarity with DTM or similar frameworks). Proven analytical skills with experience in data analysis tools and methodologies. Excellent coordination and communication skills for engaging diverse stakeholders. Proficiency in standard office software, with advanced Excel/data handling skills being an asset. Demonstrated ability to work under pressure, manage multiple priorities, and deliver results in complex operational contexts.
