Organizational Context

The World Meteorological Organization (WMO) is supporting the strengthening of hydrological and meteorological services, climate services and multi-hazard early warning systems in the Dominican Republic through the Climate Risk and Early Warning System (CREWS) Dominican Republic project. The project engages with the main national stakeholders contributing to climate and warning services (INDOMET, INDRHI, Civil Defense, Emergency Commission Center, and National Geological Services) and other relevant stakeholders. Effective coordination is essential to support institutional ownership, promote collaboration across sectors, facilitate decision-making processes, and ensure the timely implementation of project activities. Given the need to enhance the operational and institutional capacities of national services, the WMO requires targeted support to conduct an institutional assessment and propose improvements for the reorganization of the national hydrological services (NHS), which is under the National Institute of Water Resources (INDRHI). The approach focuses on optimizing the organizational structure to ensure effective operation, with an emphasis on improving processes and practices related to hydrometeorological data management, monitoring, and forecasting, as well as the development and provision of information to support decision-making.
