Organizational Context
The World Health Organization (WHO) in Burkina Faso is addressing the growing threat of climate change to public health. Despite national commitments, key strategic documents on climate change adaptation in the health sector require updating. This role supports the Ministry of Health, with WHO's technical and financial assistance, in revising these crucial strategies.
Job Purpose
This consultancy aims to lead the climatological, geospatial, and data analysis components for Burkina Faso's national health sector's Climate Change Vulnerability and Adaptation Assessment (V&A). The role is crucial for providing the technical analysis required to develop the new National Adaptation Plan (NAP) for Health. Working collaboratively with another national consultant, this position will ensure the assessment is robust, data-driven, and effectively informs future adaptation strategies to protect public health from climate-related risks.
Responsibilities
Collaborate with a co-consultant to develop detailed methodology, work plans, timelines, and implementation tools. Review the 2017 health sector V&A and the 2014-2015 Health NAP, focusing on hydro-climatic data, climate risks, and spatial vulnerability. Collect, compile, process, and provide hydro-climatic and climate-health data for the V&A. Conduct necessary climate and spatial analyses, including geodatabase management, time-series processing, remote sensing, and spatial modeling. Produce cartographic elements and vulnerability/resilience diagnostics based on climate and geospatial data. Contribute to data validation for V&A and NAP, documenting methods and sources. Support the drafting and finalization of the V&A report, particularly sections on hazards, exposures, climate data, spatial analysis, and risks. Provide technical climate and geospatial input for the new Health NAP. Participate in launch meetings and national workshops for framing, data validation, finalization, and adoption of reports. Incorporate amendments from elaboration and validation workshops.
