National Consultant to Develop a Comprehensive and Updated Health Insurance Guidebook for the Health Insurance Administration
Organizational Context
The World Health Organization (WHO) Representative's Office in Jordan is seeking a National Consultant to update the Health Insurance Administration's guidebook. This role is crucial for consolidating existing health insurance laws, regulations, and administrative decisions into a comprehensive and accessible reference document, improving institutional knowledge and consistency in implementation.
Job Purpose
The primary purpose of this consultancy is to develop a comprehensive and updated Health Insurance Guidebook for the Health Insurance Administration in Jordan. This guidebook will consolidate all relevant provisions from the Health Insurance bylaw, subsequent amendments, regulations, and administrative decisions issued since 2016. The objective is to create a practical, user-friendly reference document that enhances institutional knowledge, ensures consistent implementation of health insurance policies, and improves communication with stakeholders, including HIA staff, Ministry of Health personnel, and insured beneficiaries. This initiative supports the HIA's mandate to regulate and administer public health insurance effectively.
Responsibilities
The consultant will be responsible for reviewing the existing 2016 Health Insurance Guidebook and all subsequent legislative and regulatory instruments, including the Health Insurance bylaw, amendments, regulations, instructions, and administrative decisions issued since 2016. This involves compiling a comprehensive inventory of these regulatory instruments. The consultant will then design a user-friendly structure for the updated guidebook, consolidating all legal and regulatory provisions into a practical operational reference. This includes developing explanatory sections to facilitate implementation and interpretation, ensuring the final guidebook accurately reflects the current legal and operational framework governing health insurance in Jordan.
Work Experience
Essential: A minimum of five years of professional experience in legal research, legislative review, regulatory analysis, or drafting legal reference materials. Demonstrated experience in reviewing and consolidating Jordanian laws, bylaws, regulations, instructions, and administrative decisions. Proven experience in drafting clear and structured legal or administrative materials in Arabic. Desirable: Previous experience with the Ministry of Health, Health Insurance Administration, public institutions, UN agencies, or development partners; experience developing operational manuals, legal guidebooks, or consolidated regulatory references.
Skills
Knowledge of Jordan’s public health, health insurance, or social protection legal framework. Expert proficiency in both English and Arabic languages.
