This initiative aims to support the national digital health strategy by integrating HIS, digital health, and AI for improved program monitoring and data harmonization.
Job Purpose
The Health Information Systems (HMIS) Consultant will lead the alignment of health indicators, data collection tools, and digital platforms for the "Enhancing GIS & HIS Capacities (Somalia)" project. This role involves establishing a dedicated Monitoring and Evaluation (M&E) function within the WHO Somalia Country Office. The primary objective is to independently track the progress and impact of polio and immunization activities, ensuring these efforts align with and contribute to the National Digital Health Strategy. A key duty is providing technical support for DHIS2 customization, translating the IRG into technical specifications, and configuring backend analytics to support Polio/EPI M&E targets, including integration with spatial codes. The role also involves designing and implementing internal monitoring workflows for high-frequency data related to polio campaigns and routine immunization. Furthermore, the consultant will synthesize complex health data into actionable reports for senior leadership, donors, and national counterparts, and facilitate capacity-building workshops on HMIS and digital health tools.
Work Experience
Essential: 7-10 years of combined national and international experience in HMIS design, digital health strategy, and public health data management. Desirable: Experience in Somalia or similar fragile contexts, leading DHIS2 customization, M&E for immunization programs, and inter-agency coordination.
Skills
DHIS2 expertise (backend configuration, analytics, dashboarding), data visualization and analysis tools (Power BI, R, Python), national indicator reference guide development, metadata management, automated data validation, emergency response monitoring, strategic communication, capacity building, project management, and strong coordination skills.
