International Solar Energy Consultant
Organizational Context
Sudan's health system is severely strained by conflict and instability, making sustainable energy crucial for strengthening health service delivery and resilience. WHO is supporting electrification through the SHARE and SHIEP projects. This consultancy will assess energy, water, and medical device needs in health facilities to implement decentralized solar systems, reducing reliance on diesel and improving climate resilience.
Job Purpose
The International Solar Energy Consultant will conduct comprehensive energy assessments and provide technical expertise for the planning, design, procurement, installation, and commissioning of solar energy systems in targeted health facilities across Sudan. The primary goal is to establish sustainable, reliable, and climate-resilient energy solutions that enhance the continuity and quality of essential health services. This involves evaluating existing electricity infrastructure, assessing energy-health needs, designing solar solutions, developing technical specifications and procurement documents, overseeing installation, and providing training. The role also ensures compliance with environmental and social safeguards, particularly those of the World Bank and African Development Bank, to improve the overall health system's resilience.
Responsibilities
The consultant will lead the assessment of energy, water, and medical device needs in health facilities, including evaluating existing energy systems, electrical infrastructure, and medical equipment. Responsibilities include developing techno-economic analyses and solar system designs, specifying solar PV, batteries, inverters, and related infrastructure. The role involves preparing technical specifications, bills of quantities, and procurement documents, and providing technical advice during the procurement process. Furthermore, the consultant will oversee the installation and commissioning of solar systems, ensuring quality control and adherence to safety standards. This includes conducting orientation sessions, training facility staff, developing monitoring tools, and reporting on progress, challenges, and recommendations. Coordination with WHO departments, contracted companies, and external stakeholders is essential.
Work Experience
Requires 7-10 years of international professional experience in designing, assessing, procuring, and supervising solar PV systems for health facilities or critical infrastructure. Experience in multi-country development projects, particularly in low- and middle-income countries, is essential. Proven experience leading complex solar electrification projects and preparing technical tender documents is required. Experience with international organizations like WHO, World Bank, or AfDB, and in humanitarian settings, is desirable.

Strong technical expertise in solar PV system design, assessment, and implementation. Proficiency in techno-economic analysis, technical specification development, and procurement support. Excellent project management, coordination, and communication skills. Ability to conduct needs assessments and provide training. Familiarity with environmental and social safeguards. Proficiency in Microsoft Office Suite.
