Job Purpose

The Adviser on Health Policy provides technical support to the WHO Country Office head and the Ministry of Health in Ukraine. The role focuses on developing and implementing national health policies, strategies, and plans to strengthen the health system and advance Universal Health Coverage (UHC). This involves advising on health financing, public health, primary care, health workforce, and governance, ensuring alignment with WHO principles and values. The position also aims to foster integrated approaches to health development and advocate for evidence-informed reforms, contributing to improved health outcomes and equity.

Responsibilities

The Adviser will provide technical advice and mobilize expertise for the development and implementation of national health policies, strategies, and plans to strengthen the health system and move towards Universal Health Coverage (UHC). Key duties include strengthening stakeholder capacity for health policy dialogue and reform, developing strategies for public health and primary care, and transforming health financing arrangements. The role involves aligning critical system functions like human resources and medicines policies, improving monitoring and evaluation frameworks linked to SDGs, and providing models for evidence-informed policy making. Additionally, the Adviser will foster partnerships with national and international stakeholders, demonstrate the impact of reforms, and adapt to the evolving emergency context in Ukraine.

Work Experience

Essential: Minimum of seven years of relevant work experience in health-sector policy, strategy development, and planning, with experience in an international setting and specific experience in health financing. At least four years of experience in a governmental institution or international organization serving resource-limited or middle-income countries. Desirable: Experience in health sector assessments, analysis, evaluation, and reporting; track record in consensus building.

Skills

Technical knowledge in policy formulation, implementation, planning, monitoring, and evaluation of health systems. Understanding of primary healthcare, health systems transformation, and health financing for UHC. Excellent communication (oral and written) for reports and presentations. Ability to provide technical guidance to stakeholders and integrate health policy concepts. Proficiency in computer software and management systems.
