Organizational Context

The World Health Organization (WHO) Country Office in Ukraine operates under the General Programme of Work (GPW14) and the European Programme of Work (EPW2). It supports Member States by translating global and regional commitments into national action, providing strategic advice, facilitating dialogue, and connecting national authorities with WHO's technical expertise to inform policy.

Job Purpose

This role supports Ukraine's health sector EU integration and accession process by liaising with national and sub-national authorities, international partners, and EU bodies. The incumbent will coordinate WHO's engagement, facilitate technical assistance and donor alignment with EU financing mechanisms, and ensure coherence with national priorities. The position focuses on strengthening the governance of the EU integration process and coordinating support from EU member states, aligning with WHO's Biennial Collaborative Agreement (BCA), Country Cooperation Strategy (CCS), EPW2, and GPW14.

Responsibilities

The Technical Officer will provide liaison and coordination support for Ukraine's health sector EU integration, engaging with national/sub-national authorities, EU institutions, and international partners. Responsibilities include facilitating technical assistance and donor engagement, aligning with EU financing mechanisms, and promoting coherence with national priorities. The role involves coordinating WHO's engagement with key stakeholders like the Ministry of Health and EU Delegation, tracking normative developments relevant to health governance and EU integration, and preparing briefing packages for meetings. Additionally, the officer will provide technical support for policy development and monitoring, contribute to policy inputs and reporting on EU accession, manage information and data for analysis, and ensure visibility of WHO's work through partnerships.

Work Experience

Essential: Minimum of 2 years of demonstrated experience in coordinating activities with partners, stakeholders, and donors in public health, health systems, or international development. Desirable: Experience with international organizations (including WHO/UN) providing policy advice and technical support, and familiarity with EU accession or EU-funded health sector programming.

Skills

Ability to work in teams in complex environments; knowledge of WHO policies, Ukraine's health governance, EU integration, and recovery agenda; experience in complex international settings with UN/EU agencies; competence in managing complex political contexts; ability to work with government officials, stakeholders, and donors; strong analytical skills in health system analysis and policy coordination; expert English and Ukrainian language proficiency.
