Organizational Context

The Division of Programme Management ensures WHO/Europe's technical excellence, coordinating health programmes and supporting country initiatives. The Resource Mobilization and Partnerships (RMP) unit within this division leads efforts to engage donors and partners, supporting resource mobilization and partnership management across various stakeholders.

Job Purpose

This role provides specialized administrative support and expert advice on resource mobilization processes and tools, particularly concerning the Contributor Engagement Management (CEM) system used across WHO/Europe. The position is crucial for supporting the RMP team's daily operations, including programme management, financial and administrative functions, and communication with technical programs and staff. The role involves acting as a CEM superuser, providing guidance and training to staff, managing documentation, and facilitating the smooth workflow of funding proposals and agreements.

Responsibilities

Serve as the primary administrative resource for resource mobilization processes and the Contributor Engagement Management (CEM) system. Provide expert guidance and training to staff at all levels on resource mobilization practices and CEM system usage. Conduct first-level review of funding proposals and agreements, liaising with technical units. Support RO units and country offices in creating funding opportunities within CEM. Prepare routine correspondence and assist in managing the RMP unit's workplan and leave administration. Arrange administrative and logistical support for country activities, meetings, and travel. Maintain the unit's electronic filing system and act as a point of contact for inquiries.

Work Experience

Essential: Minimum of 8 years of progressive experience in administrative or office support, with several years in an international environment. Desirable: Experience with WHO resource mobilization procedures, systems/tools, or within WHO/UN.

Strong organizational and structured work approach. Interpersonal skills for multicultural environments. Ability to manage competing priorities and work in a fast-paced setting with attention to detail. Proficiency in documentation and record management. Emotional intelligence. Expert knowledge of English. Intermediate knowledge of French, German, or Russian is desirable.
