Organizational Context
The World Health Organization (WHO) is a specialized agency of the United Nations responsible for international public health. This role is within the WHO Country Office for the Central African Republic, located in Bangui, supporting the implementation of health programs and operations.
Job Purpose
The Procurement Officer is responsible for planning, coordinating, executing, and monitoring the procurement of goods and services in compliance with WHO rules and procedures. The role ensures that procurement processes are efficient, transparent, and aligned with quality and performance standards. The primary objective is to enhance the operational efficiency of the country office and ensure the timely availability of resources essential for program implementation, contributing to the overall mission of WHO in the Central African Republic.
Responsibilities
Key responsibilities include developing annual procurement plans aligned with program needs, initiating and managing procurement processes (tenders, quotations, direct purchases), and ensuring compliance with WHO procurement guidelines and documentation requirements. The role involves managing supplier relationships, including performance evaluation, and coordinating with logistics, finance, and program teams for timely delivery of goods. Maintaining supplier databases and contracts, supporting audits, and strengthening the capacity of staff involved in procurement activities are also crucial. The officer will also handle any other related tasks assigned by management.
Work Experience
A minimum of one year of relevant professional experience in procurement or logistics management is required, preferably in a humanitarian or international context. Experience within a United Nations agency or an international NGO is highly desirable.

Functional Skills: In-depth knowledge of procurement rules and procedures, rigor, organization, ability to meet deadlines, strong analytical and problem-solving skills, integrity, discretion, and adherence to ethical standards. Knowledge of WHO rules and practices is an asset. Proficiency in French is mandatory; practical knowledge of English is desirable. Familiarity with procurement management tools (ERP, Oracle, GSM) is a plus.
