Organizational Context

The World Health Organization (WHO) Health Emergencies Programme aims to coordinate international actions for disease outbreaks and emergencies. This role, reporting to the Head of the WHO Country Office, leads WHO's efforts within the health cluster in Ethiopia, representing member interests and ensuring effective health sector responses.

Job Purpose

The Health Cluster Coordinator promotes humanitarian and public health principles by leading a coordinated and effective health sector response in collaboration with national and international partners. This role focuses on vulnerable populations, adhering to the Interagency Standing Committee (IASC) and cluster approach frameworks. Key responsibilities include coordination, health needs assessment, strategy development, resource mobilization, and supporting the incident management system and advocacy functions to achieve the best attainable health status for affected populations.

Responsibilities

The Health Cluster Coordinator is responsible for leading health needs assessments and gap analyses, including rapid and participatory assessments, and ensuring all humanitarian health needs are addressed. This includes collecting and disseminating 4W data (Who, Where, When, What) to UN-OCHA. The role involves leading the development of health sector components for the Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP), ensuring linkages with disaster risk reduction and recovery efforts, and compliance with national and international standards. Coordination of the health cluster involves facilitating partner engagement in assessments, planning, and monitoring, identifying technical gaps and training needs, and ensuring integration of cross-cutting issues. The coordinator also advocates for health sector priorities, represents the cluster in inter-cluster mechanisms, and ensures effective information management and reporting.

Work Experience

Requires at least seven years of relevant experience in developing and promoting partnerships in humanitarian relief operations, including managing health programs in emergencies. Experience with WHO, other UN agencies, health cluster partners, or NGOs is desirable.
