Organizational Context

The WHO Regional Office for the Western Pacific manages digital health data platforms, including the Regional Data Platform, country intelligence platforms, and a survey system. These platforms are crucial for health data planning, monitoring, and decision-making across regional and national levels. They require ongoing maintenance, security updates, and feature enhancements to ensure reliability and usefulness.

Job Purpose

This consultancy aims to ensure the effective operation and continuous improvement of WHO's digital health data platforms. The role involves maintaining and updating the Regional Data Platform, country health intelligence platforms, and the online survey system. A key focus is enhancing AI-assisted analysis features, developing the Primary Health Care Maturity Index application, and ensuring seamless data integration and reporting. The objective is to support countries and technical programs in utilizing health data for better planning, monitoring, and decision-making, ultimately improving health system performance.

Responsibilities

Maintain and update the WPRO Regional Data Platform and Data Explorer, including security, backend, and feature updates, service supervision, and backup procedures. Manage the platform's data and access layers, and integrate with global and regional databases. Maintain and extend country health intelligence platforms, including indicator registries, data quality layers, and data upload pipelines. Develop and maintain the Primary Health Care Maturity Index application and dashboards. Ensure the continuous operation and maintenance of AI-assisted analysis features, including data protection controls and technical documentation. Maintain and upgrade the online survey system and digital data collection tools, such as CLEAR+, and produce required reports and dashboards.

Work Experience

Requires a minimum of 8 years of experience in developing and managing information and database systems. Essential experience includes full-stack web development (frontend and backend), and developing online survey systems, web-based data collection tools, custom digital forms, dashboards, and reporting tools, preferably within health information systems contexts.

Skills

Essential skills include proficiency in programming/scripting languages (e.g., JavaScript, PHP, Python) and web frameworks, database design and management (SQL), secure user and account administration, data visualization, dashboard development, API integration, and web-based information system deployment/maintenance. Desirable skills include experience with analytical databases, assisted-analysis components, and geographic data formats.
