Job Purpose

The Technical Officer (NCD Services) provides crucial technical, organizational, and coordination support to enhance Non-Communicable Disease (NCD) services within Ukraine. This role is vital for integrating and strengthening NCD and cardiovascular disease (CVD) services into primary healthcare, ensuring continuity of care, especially for displaced and conflict-affected populations. The position contributes to adapting and implementing training packages, developing educational materials, and supporting procurement of necessary equipment, ultimately aiming to improve NCD prevention and management across the country, particularly in challenging emergency settings.

Responsibilities

The role involves supporting the Ministry of Health and National Health Service of Ukraine in assessing and integrating NCD/CVD services into primary healthcare facilities, prioritizing areas with displaced populations. Key duties include facilitating the integration of NCD and CVD services, strengthening continuity of care for chronic conditions, and adapting/implementing training packages for healthcare professionals. The officer will support the development and dissemination of patient education materials, provide technical input for equipment procurement, and assist in integrating screening services like cervical cancer into routine care. Additionally, the role supports NCD service continuity in emergency settings, coordinates referral pathways, integrates NCD management into the Health Cluster, and contributes to preparedness efforts. Documentation of lessons learned and coordination with national and international partners are also essential functions.

Work Experience

Essential: Minimum of two years of experience in NCD management at the primary healthcare level, including strengthening continuity of care for emergency-affected populations and supporting NCD services in challenging areas. Desirable: Experience in NCD prevention, surveillance, analysis, and PHC management; experience within WHO/UN is highly desirable.

Skills

Demonstrated knowledge of NCD service delivery, prevention, and control; understanding of national PHC approaches for NCD/CVD; familiarity with WHO NCD and emergency health frameworks (PEN, HEARTS, ERF); knowledge of the Ukrainian health system; strong coordination, communication, and teamwork skills; emotional intelligence.
