Job Purpose

This role supports the WHO Country Office in Bhutan by ensuring effective planning and implementation of collaborative health programs. The Operations Support Officer facilitates program delivery by providing essential administrative and financial services, including managing budget, human resources, procurement, and IT operations. The position requires interpreting and applying WHO policies and procedures to ensure compliance and accountability, offering solutions that meet business needs while adhering to organizational standards. The role contributes to the overall objective of delivering WHO's core functions at the country level, supporting national health strategies and fostering cooperation with government and external partners.

Responsibilities

Under the direct supervision of the WHO Representative, the Operations Support Officer is responsible for providing comprehensive information on WHO country office operations, including interpreting policies, systems, and procedures. This role involves supervising operations staff and teams to deliver a full range of services in budget and finance, human resources, procurement, IT, security, and general administration, ensuring compliance with organizational regulations. The officer will provide appropriate solutions aligned with policy and business needs, assist in reviewing and coordinating biennial work plans and HR plans, and offer analytical input for financial monitoring and program implementation, recommending acceleration strategies. Additionally, the role includes providing guidance on financial policies and procedures and managing work plans, budgets, and reporting systems.

Work Experience

Essential: A minimum of two years of relevant experience in administrative and managerial service provision, ensuring compliance with rules and procedures. Desirable: Previous experience within WHO or another UN agency, particularly in General Service or National Professional Officer categories.

Skills

Expert knowledge of English. Proficiency in administrative, financial, and management principles and policies of large public-sector organizations. Understanding of administration, program, and project management practices. Skills in quality assurance, compliance monitoring, financial/budgetary principles, and data analysis. Ability to engage with government and international partners, maintain interpersonal relations, and manage competing priorities under pressure.
