Organizational Context

The World Health Organization (WHO) Country Office in Lao PDR is responding to a circulating vaccine-derived poliovirus type 1 (cVDPV1) outbreak confirmed in October 2025. This event highlighted critical gaps in surveillance and immunization coverage, necessitating robust monitoring and evaluation systems. In collaboration with the Ministry of Health and partners, WHO is planning a bivalent oral polio vaccine (bOPV) Supplementary Immunization Activity (SIA) in 2026 to strengthen immunity and prevent future outbreaks.

Job Purpose

This consultancy aims to provide essential technical support for the monitoring and evaluation of the upcoming bOPV SIA in Lao PDR. The role will involve assessing campaign readiness, conducting real-time monitoring during the campaign, and verifying post-campaign coverage. Additionally, the consultant will contribute to strengthening the National Immunization Programme's routine immunization data management system. The ultimate goal is to ensure the SIA's effectiveness in achieving its objectives, contributing to polio eradication efforts, and enhancing the country's overall immunization data management capabilities. This position is crucial for timely detection and effective response to poliovirus risks.

Responsibilities

The consultant will be responsible for reviewing and finalizing bOPV SIA monitoring tools and checklists, and conducting readiness assessments at national and provincial levels. They will perform real-time monitoring and rapid convenience monitoring (RCM), analyze daily coverage data, and provide written feedback to the National Immunization Programme (NIP) and sub-national EPI teams. The role includes conducting post-campaign coverage assessments using Lot Quality Assurance Sampling (LQAS) or equivalent methods, and compiling data for the final evaluation report. Furthermore, the consultant will prepare data harmonization inputs with key partners (MOH, WHO, UNICEF, CHAI) and contribute technical updates for coordination meetings, ensuring comprehensive data management and reporting throughout the SIA process.

Work Experience

Essential: Minimum of 2 years of experience in program data management or a related field. Desirable: Experience working with international organizations is an advantage.

Skills

Demonstrated knowledge of data management processes (data quality, analysis, use techniques); ability to work independently and under pressure; strong interpersonal and teamwork skills; effective communication (oral and written); good computer skills.
