Project Management Officer
Organizational Context
The World Health Organization (WHO) Country Office in North Macedonia is seeking a Project Management Officer to support its operations. This role is situated within the EU_MKD WHO Country Office in Skopje, contributing to the organization's mandate in public health and health systems strengthening within the country.
Job Purpose
The purpose of this role is to provide expert coordination and technical support for specific activities funded by the Pandemic Fund, particularly those related to the National One Health Surveillance Strategy for genomics and zoonoses. The role involves facilitating the development of strategies, Standard Operating Procedures (SOPs), and Action Plans, and supporting joint outbreak simulation exercises. A key aspect is to ensure these activities are integrated with broader health system resilience efforts, including policy development, primary healthcare, and universal health coverage. The position contributes to strengthening national capacities for disease prevention, preparedness, and response through effective stakeholder coordination, timely implementation, and robust monitoring and reporting.
Responsibilities
Coordinate the development of the National One Health Surveillance Strategy for genomics and zoonoses, including its implementation roadmap and priority SOPs. Facilitate the work of the national multisectoral Working Group and engage with WHO, FAO, national institutions, laboratories, and other stakeholders. Review relevant legislation, policies, strategies, and surveillance systems across human, animal, and environmental health sectors. Organize and support technical meetings, workshops, and consultations, preparing necessary documentation. Coordinate national consultations, gather stakeholder feedback, and finalize the Strategy, Action Plan, and SOPs. Plan and implement joint One Health Outbreak Simulation Exercises (TTX), including developing concepts, objectives, and methodologies. Coordinate the SimEx Planning Team and facilitate communication among participating institutions. Organize preparatory meetings and develop exercise materials. Provide technical and operational support for the TTX and coordinate the After-Action Review. Develop and maintain project monitoring tools, prepare periodic implementation and technical reports, and document key progress and results. Support dissemination of project outputs and lessons learned. Where relevant, support consideration of linkages between activities and broader health system resilience priorities.
Work Experience
A minimum of 2 years of national experience in health systems, public health, program implementation, digitalization, immunization, or legislation and policy development is required. Experience working with WHO or another international organization in public health is advantageous.
